METEOROLOGIST/ CLOUD PHYSICIST SUPPORT FOR SUPERCOOLED LARGE DROPLET INSTRUMENTATION AND ICING FACILITY INTERCOMPARISON TESTING

STATEMENT OF WORK –FEBRUARY 2017

SCOPE

NASA Glenn Research Center is collaborating with the FAA, Centro Italiano Ricerche Aerospaziali (CIRA), the National Research Council (NRC) Canada, and Environment and Climatic Change Canada (ECCC) to investigate icing cloud instrument response characteristics in Supercooled Large Droplet (SLD) icing conditions. As a part of this effort, an intercomparison of icing cloud conditions from various icing wind tunnel facilities will be performed.

NASA Glenn requires cloud physics and icing cloud instrumentation expertise to work with NASA personnel to support test planning, test conduct, perform data analyses, and summarize results in technical reports. The effort will occur in several phases, each linked to testing at a particular icing wind tunnel. The effort is anticipated to take place over a two-year period as described below.

BACKGROUND

In 2004 and 2006, SLD Instrumentation Workshops were held at NASA Glenn to evaluate cloud water content and drop size measurement capability in SLD conditions, and to determine what remaining technical issues needed to be resolved before this instrumentation could be used for aircraft certification in SLD conditions. Attendees at the workshop included scientists, engineers and managers from Federal Aviation Administration (FAA), Meteorological Service of Canada (MSC), Centro Italiano Ricerche Aerospaziali (CIRA), and the National Aeronautics and Space Administration (NASA). The outcome of these workshops included a list of prioritized instrumentation issues and preliminary plans to resolve the identified issues. Subsequently, actions were taken to develop new instruments or make improvements on existing instruments to address the issues. However, to date, there has been only limited intercomparisons performed to evaluate the state of the art of these cloud water and particle sizing probes.

In 2015, CIRA proposed a collaborative effort to perform wind tunnel investigation on the response characteristics of particle spectrometers and total water content devices in SLD cloud conditions. Since that time, collaborators from CIRA, NASA, NRC Canada, Environment and Climatic Change Canada (formerly Environment Canada) and the FAA have discussed test objectives and plans. The group determined the opportunity to perform a facility intercomparison was viable in addition to the SLD instrumentation intercomparison.

OBJECTIVES

The overall objective of this contract is to provide icing instrumentation expertise for the pre-test planning, test conduct, data analysis and reporting for the SLD Icing Instrumentation Test effort. Four test entries are currently being planned – two entries at the NRC Canada’s Altitude Icing Wind Tunnel, and one each at the NASA Icing Research Tunnel and the CIRA Icing Wind Tunnel. A specific objective is for the Contractor to perform an intercomparison of liquid water content and drop size measurements made with a common set* of instruments used in each of the three icing wind tunnels. The effort will culminate in another SLD Icing Instrumentation Workshop where the intercomparison of instruments and facilities will be reviewed.

* referred to as primary instruments below. These are the SEA multi-element probe, DMT Cloud Droplet Probe, and the SPEC 2D-S probe.

CONTRACTOR TASKS

The Contractor shall perform the following tasks:

1. NRC Canada Altitude Icing Wind Tunnel (AIWT) Testing

a. Support pre-test planning meetings/telecons, and any preparations for such, to define test objectives, instrumentation selection, test matrix. Anticipate one-hour telecons on a weekly basis from February 2017-June 2017.

b. Provide on-site support and guidance for the primary instruments during the NRC Canada Altitude Icing Wind Tunnel test (Ottawa, Ontario, Canada).

i. Exact test dates will be set through pre-test planning discussions, but the mid-July 2017 timeframe is currently planned.

ii. The test duration for primary instrument testing is anticipated to be 5 days.

iii. This task will require travel from the contractor’s place of business to Ottawa, Ontario Canada for 6 nights based on a 5-day test schedule.

c. Provide and interim report summarizing the data analysis of this testing, as per the description in task (4), before the SLD Instrumentation Workshop (task (5), subject to NASA and ECCC providing the required processed data

2. NASA Icing Research Tunnel (IRT) Testing

a. Support pre-test planning meetings/telecons, and any preparations for such, to define test objectives, instrumentation selection, test matrix. Anticipate one-hour telecons on a weekly basis from May 2017-October 2017.

b. Provide on-site support and guidance for the primary instruments during the NASA Icing Research Tunnel test (Cleveland, Ohio, USA).

i. Exact test dates will be set through pre-test planning discussions, but the October 2017 timeframe is currently planned.

ii. The test duration is anticipated to be 5 days.

iii. This task will require travel from the contractor’s place of business to Cleveland, Ohio, USA for 6 nights based on a 5-day test schedule.

c. Provide and interim report summarizing the data analysis of this testing, as per the description in task (4), before the SLD Instrumentation Workshop (task (5), subject to NASA and ECCC providing the required processed data.

3. CIRA Icing Wind Tunnel Testing

a. Support pre-test planning meetings/telecons and any preparations for such, to define test objectives, instrumentation selection, test matrix. Anticipate one-hour telecons on a bi-weekly basis from April 2018-October 2018.

b. Provide on-site support and guidance for the primary instruments during the CIRA Icing Wind Tunnel test (Capua, Italy).

i. Exact test dates will be set through pre-test planning discussions, but the October 2018 timeframe is the current target.

ii. The test duration is anticipated to be 10 days.

iii. This task will require travel from the contractor’s place of business to Capua, Italy for 15 days based on two 5-day work weeks and travel time for trans-Atlantic flights.

c. Provide a report summarizing the data analysis of this testing, as per the description in task (4), subject to NASA and ECCC providing the required processed data. This report will be used to prepare the final integrated report outlined in section.

4. Analyze Common Particle Size Distribution and Liquid Water Content Data for Facility Intercomparison

a. Particle size and liquid water content data will be acquired from each icing wind tunnel using a common set of instrumentation to enable facility intercomparison. The primary instruments for particle size distributions are a Droplet Measurement Technologies (DMT) Cloud Droplet Probe (CDP-2) and a Stratton Park Engineering Company (SPEC) 2D-S probe, and for liquid water content a Science Engineering Associates Multi-Element Probe will be used.

b. In order to have consistent data processing for this intercomparison, the raw data from the particle size probes will be processed into final particle size distributions (PSDs) by ECCC, and the raw data from the SEA Multi-Element Probe will be processed into final LWC values by NASA.

c. Data will be provided to the contractor by NASA and ECCC as digital records of time histories of TWC and PSDs at one second resolution, and the contractor will analyze the time histories to compute averages for the appropriate time periods verified by the contractor by test point-to-test point inspection. Supporting data that may be required for the contractor to perform his analysis will be provided if requested (e.g. 2D-S imagery), but the contractor will not reanalyze processed data that is provided. The contractor will analyze the specific test points defined for facility inter-comparison. The test points will consist of sweeps of increasing liquid water content (LWC) with a common median volumetric diameter (MVD), and sweeps of increasing MVD for a common LWC. An estimated number of test points for each facility is 15. The analysis techniques will be discussed and agreed upon prior to the start of the effort.

d. The contractor shall provide an interim report summarizing the data analysis of the NRC AIWT testing, before the beginning of the NASA Icing IRT testing (task (2), subject to NASA and ECCC providing the required processed data.

e. The contractor shall provide an interim report summarizing the data analysis of NASA IRT testing, before the beginning of the Florida SLD Instrumentation Workshop outlines in 5 (a), and subject to NASA and ECCC providing the required processed data.

f. The contractor shall provide and interim report summarizing the data analysis of the CIRA IWT testing, subject to NASA and ECCC providing the required processed data.

g. The contractor shall integrate the interim reports of tasks 4d, 4e, and 4f, into a final report for NASA publication. The report will document the particle size distribution, MVD and water content for the each run to enable comparison of these common instrument results to the respective facility-determined results. The report will also provide scatterplots comparing facility measurements versus their nominal calibration (e.g. Primary Instrument LWC versus Facility reference LWC, Primary Instrument PSD MVD versus Facility reference MVD).

h. The contractor shall support a NASA internal review process and make changes to the report as required.

5. SLD Icing Instrumentation Workshops

a. A workshop will be held to discuss preliminary results from the tests conducted at the NRC AIWT and the NASA IRT.

i. Co-organize the workshop with NASA counter-part (finalize dates and times, arrange for meeting facilities, prepare draft and final agenda, solicit contributions, co-chair meeting, collect and distribute presentations).

ii. Review and analyze drop spectra and water content data and prepare presentations.

iii. Present results to the collaborative team and to the SAE AC-9C committee.

iv. Workshop will be held adjacent to the 2018 SAE AC-9C meeting (Ft. Walton Beach, FL, April 2018)

v. The workshop duration will be 1 day.

vi. This task will require travel from the contractor’s place of business to Ft. Walton Beach, FL, USA for 3 nights based on a 1-day workshop and attendance to the AC-9C meeting.

b. A final workshop/conference will be held to discuss final results from the tests conducted at the NRC AIWT, NASA IRT, and CIRA IWT.

i. Co-organize the workshop with NASA counter-part (finalize dates and times, arrange for meeting facilities,prepare draft and final agenda, solicit contributions, co-chair meeting, collect and distribute presentations).

ii. Review and analyze drop spectra and water content data sets from NRC AIWT, NASA IRT, and CIRA IWT and prepare presentation materials.

iii. Present results at to the collaborative team and to the SAE International Icing Conference

iv. Workshop will be held adjacent to the 2019 SAE International Icing Conference (Montreal, Quebec, Canada, June 2019)

v. The workshop duration will be up to 3 days.

vi. This task will require travel from the contractor’s place of business to Montreal, Quebec, Canada for 10 nights based on a 3-day workshop and attendance to the SAE International Icing Conference.
