Microwave Absorber Purchase for Antenna Range Specifications

This acquisition seeks to procure commercially available microwave absorber material that meets the following specifications:

Requirement 1: The contractor shall deliver one thousand two hundred (1200) pieces of 24” (61 cm) pyramidal microwave absorber with the following minimum specifications.

a) Minimum Reflectivity vs. Frequency:

b) Base dimension – 2 ft. x 2 ft. (61 cm x 61 cm)

Requirement 2: The contractor shall deliver a sufficient number of 36” (100 cm) wedge microwave absorber pieces to cover a total surface area of 1728 sq ft. with the following minimum specifications.

a) Minimum Reflectivity vs. Frequency:

b) Base dimension – The government desires to minimize the number of mating gaps between absorber pieces. Offerors shall respond with their largest foot print commercially available in 36” (100 cm) wedge material.

Note:

For 2 ft. x 6 ft. base dimension this equates to 144 pieces

For 2 ft. (60 cm) x 2.8 ft. (84 cm) base dimension this equates to ~ 300 pieces

The following requirements apply to both the 24” pyramidal and the 36” wedge microwave absorber.

24" Pyramidal absorber

Fabrication Tolerances:

Requirement 3: The contractor shall provide 90 degree cuts on all delivered pieces that are no more than 90 degrees +/- 0.4 degrees. Offerors shall respond with technical data to support their affirmation that they meet this requirement.

Verification: For wedge material; Random sampling and gap measurement when two pieces are aligned end-to-end: gap shall be no more than 0.125” (3 mm)

Requirement 4: The contractor shall control fabrication tolerances such that piece-to-piece dimensional variation shall be no more than indicated below. Offerors shall respond with technical data to support their affirmation that they meet this requirement.

+/- 0.125 inches (3 mm) length

+/- 0.125 inches (3 mm) width

+/- 0.125 inches (3 mm) height

+/- 0.125 inches (3 mm) tip location for wedge material

Verification: Random sampling; direct measurement. Tip location will be randomly checked using a taught string and/ or laser.

Requirement 5: The contractor’s product shall provide dimensional stability with changes in relative humidity (< 10% - 90%). Offerors shall respond with technical data to support their affirmation that they meet this requirement.

Material dimensions (length, width, height and tip location) shall be stable to within + 0.125 (3 mm) inches / - 0.125 (3 mm) inches, over the humidity range specified.

Material weight change shall be less than 3% over the range of relative humidity specified.

Verification: The government will use existing test data as well as scientific test data provided by the contractor to assess this requirement.

Requirement 6: The delivered products shall comply with UL-94HBF (fire retardant requirements). Offerors shall respond with technical data to support their affirmation that they meet this requirement.

Verification: The contractor shall provide test documentation with their proposal to verify this requirement.

All offers shall include pricing for shipping

Selection Criteria: The selection for this acquisition will be based on technically acceptable, lowest cost. Offerors shall provide technical support documentation as needed to illustrate that they meet the requirements detailed in this document. Offers submitted without sufficient support documentation may not be considered for award.
