Milestone Deliverable Descriptions and Requirements

No Earlier Than (NET) No Later Than (NLT) *This represents a generic scenario with limited development being done prior to award. Offerors may propose updates to the table based on their level of maturity.

Milestone Deliverable Descriptions and Requirements Government approval is defined as providing authority to proceed and/or formal acceptance of requirements, plans, tests, or success criteria in specified areas. Where Government approval is required, the Launch Vehicle Contractor (LVC) shall submit the necessary documentation to the Contracting Officer and copies to the Contracting Officer’s Representative (COR).

Completion of Kick-Off Meeting The LVC shall perform a kick-off meeting with the NASA team, which will be held by teleconference. The purpose of this kick-off meeting is to ensure that expectations are clear, and discuss ground rules and assumptions. At this meeting, the LVC should summarize relevant data generated to date. The teleconference shall not exceed 2 hours in duration. The meeting should include the proposed

RFP NNK17607646R Attachment 02 Integration & Launch of U-Class Payloads schedule, risk to implementation of the SOW (Cost, Schedule, Technical), launch opportunities relevant to the SOW, approach to accessing launch opportunity (i.e. contract with launch vehicle provider, etc.).

Launch Vehicle Selection The LVC shall provide documentation to NASA proving that they (the LVC) have a binding contract with a launch provider that is competent and capable of launching the U-Class Payloads/dispenser/carrier system to the orbit parameters as indicated in the SOW. The launch provider must have had previous successful orbital launches.

Mission Readiness Review (MRR) The LVC shall conduct a Mission Readiness Review (MRR). The Interface Control Document (ICD) must be completed and provided to the U-Class Payload team(s) and NASA prior to the MRR. In this review the LVC must demonstrate that all known technical design problems and development anomalies have been resolved without compromising required system function, performance and safety. If not resolved a credible and detailed resolution plan must be presented detailing how the LVC intends to resolve issues.

The plan must meet performance, functional requirements, and schedule.

Launch Sufficient evidence of successful launch of U-Class Payloads Launch Vehicle to the desired polar orbit.

Deployment of UCP from dispenser into the required orbit The LVC shall provide NASA with a Final Flight Report. The Final Flight Report must include the orbital parameters at release and any exceedances of the ICD requirements.

The Final Flight Report should provide information to verify that the payload was placed into the required orbit by the launch vehicle –OR – If there is a violation of the orbit requirements that there is no launch vehicle/service caused degradation of the payload’s ability to perform its intended function

AND

The launch vehicle causes no damage to the payload during launch or deployment or thereafter from collision or contamination products.

(B) A mission will be determined a Failed Mission when the payload:

(i) Is destroyed during launch/flight, or

(ii) Cannot be separated from the launch vehicle

The Contracting Officer will either approve the final payment (Milestone 6) within thirty (30) days after receipt of the Final Flight Report, or withhold the final payment in accordance with the requirements of the Milestone Payment Schedule, “Mission Success Criteria.” The final payments (Milestone 5 and/or 6) shall not be made in the event of a failed mission determination. In the event of a failed mission, the final payments shall be forfeited by the Contractor and is not recoupable.
