The NAICS code associated with this requirement is 334513, Instruments and Related Products Manufacturing For Measuring, Displaying, and Controlling Industrial Process Variables, which has a size standard of 500 employees. Based on this standard, MKS Instruments (the manufacturer) is considered a large business. Pursuant to the non-manufacturing rule, in order for a contractor to be considered a small business under the applicable size standard, the contractor shall provide either its own product or that of another domestic small business. Because this is a brand name requirement for a product of a large business, any small business providing this product will also be considered a large business. Therefore, this requirement will be to open all businesses regardless of size.

This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-89 and NASA FAR Supplement PN 16-14.

The Government intends to acquire commercial items using FAR Part 12, and the simplified acquisition procedures set forth in FAR Part 13. Offers will be evaluated on a lowest price technically acceptable basis. Please refer to page 29 of the solicitation for further clarification.

Questions regarding this acquisition must reference the solicitation number and must be submitted in writing via email no later than 10:00 AM Eastern Standard, Tuesday, August 9, 2016 to the Contract Specialist, Stephanie Gvozd, at stephanie.n.gvozd@nasa.gov. Prospective quoters shall notify this office of their intent to submit a quotation. It is the quoter's responsibility to monitor this site for the release of amendments (if any). Potential quoters will be responsible for downloading their own copy of this notice and amendments (if any). Quotations must be submitted to the Contract Specialist via email by 12:00 PM Eastern Standard, Thursday, August 11, 2016.

Oral communications are not acceptable in response to this notice.
