Questions and Answers to Request for Proposal (RFP) NNG16596984R for the

Wide Field Instrument (WFI) Phase A Industry Concept Study

Question #1: Regarding schedule: RFP document, page 48, second paragraph under (b) Mission

Suitability Instructions. Is the expectation that the proposal include a schedule? If so, a schedule of the development program and I&T or of the Phase A study, or both? If so, how detailed?

Answer #1: Section L.14b Mission Suitability Instructions has been updated to clarify how the offeror’s proposal shall demonstrate their understanding of design, fabrication, and test of comparable space-based science instruments and how their proposal shall describe their plans to use the Phase A study to develop a WOMA hardware development program. Regarding the specific paragraph cited, what is required is a description of how the Phase A study will lead to a schedule of the development program and I&T.

Question #2: Regarding cost: In addition to completion of paragraph B.4 of the model contract, is additional detail required in the RFP response beyond our approach and FFP cost number?

RFP says:

· On page 40 of RFP, paragraph L.10, bullet 4. “Present the cost of doing so.”

· L.14b “The offeror shall discuss the approaches that will be used to estimate WFIRST

WOMA and WFI testing lifecycle cost and development schedule.”

Is GSFC expecting more costing detail than just a single firm fixed price for the formulation phase effort? Does L.14b indicate that GSFC wants costing of the Development Effort in this

RFP response?

Answer #2: The Phase A study proposal shall include a bottom-line FFP price for the study. A cost estimate for the WOMA development phase is a part of the Phase A study effort, per SOW

4.1.2.16.

Question #3: Regarding FSW: SOW Paragraph 4.1.2.16 provides a Work Breakdown Structure

(WBS) for performing cost analyses during the Phase A Study. Flight Software is identified as one of the cost elements. SOW Section 4.0 does not identify a specific trade study or modeling or analysis task applicable to flight software. What is the scope of effort for the Flight Software

WBS element identified in Paragraph 4.1.2.16?

Answer #3: FSW is provided a WBS number in SOW Paragraph 4.1.2.16 in the event that the offeror’s implementation includes a FSW component. No trade study or analysis task applicable to FSW is explicitly required in this study.

Question #4: Regarding Latches: In the WOMARD, Figure 1 there is this statement “Note that the latches to the IC are shown as GFE but they are not installed until after the WFI Integration and Test and will not be delivered to the WOMA vendor.” In SA-15 it is stated “GSFC will design, build, test and qualify the WFI serviceable latches and install them during payload

I&T. This assumption is open for discussion and trade during this study.” Which assumption is open for discussion; when and where the latches will be installed or whether or not they are

GFE?

Answer #4: It is the timing and location of latch installation that is open for discussion and trade during this study. GSFC will design, build, test, and qualify the WFI serviceable latches but they could be provided to the WOMA vendor as GFE for early integration into the WOMA, or installed along with the other GFE as part of the WFI completion, or installed during payload

I&T after WFI delivery.
