Introduction The Evolved Laser Interferometer Space Antenna (eLISA) project at NASA Goddard Space Flight Center (GSFC) requires a prototype telescope, made from single-crystal silicon that meets specific optical, mechanical, and environmental requirements. NASA will use the telescope to evaluate and model these and additional requirements intended for a future flight telescope. The telescope is intended for laboratory use only. It is not a flight unit. It is anticipated that there will be at least one other iteration of the telescope design before an engineering design unit (EDU) is constructed. The activity is intended to build and deliver a laboratory prototype telescope that meets the preliminary science requirements as outlined in Attachment A, and functions according to specifications in the critical thermal, optical, mechanical and dynamic environments that drive the telescope design.
This Statement of Work (SOW) defines the effort required by the vendor to design this assembly. The requirements of eLISA require advancement in the state of the art – a telescope with requirements that have never before been met.
Of these requirements, the most challenging are the scattered light and pathlength stability. The NASA program is already several years into the development of the telescope; and a first prototype for the study of scattered light was procured last year and is currently undergoing testing. The program has already demonstrated – by test – that a simple symmetric all-SiC structure can meet the pathlength stability requirement. In addition, an earlier study yielded a design for an unobscured off-axis telescope, with similar attention to materials and mechanical support, which promised to meet all the requirements. The telescope design produced through this procurement is intended primarily as the pathlength stability testbed. Of course, pPathlength stability is a function of the variation in thermal environment; and this thermal environment is also described in Attachment A.
For this contract, the vendor shall design one prototype. The delivery schedule for this contract is a maximum of eighteen (18) weeks. Shorter is preferred.
All material procured as part of this contract shall be delivered to GSFC at contract completion. See Section 4 for the detailed list of deliverables.
Applicable Documents The following document relating to this study is attached:
Attachment A: eLISA Prototype Testbed Telescope Information Package.
The document includes requirements and a reference optical design (CodeV sequence file) that meets these requirements. It includes a mechanical design (three files) and a thermal model that may be used as a starting point for further work, as well as information on the anticipated flight environment.
GSFC Responsibilities GSFC will be responsible for issuing all contractual and technical direction to the vendor regarding the deliverables.
Any item or design that is found to be non-compliant with the quality, workmanship and performance requirements of the contract shall be dispositioned via a waiver, unless the affected item is reworked to restore compliance or is replaced with a fully compliant item. The contractor shall submit Waivers to the NASA/GSFC CO and COR for approval.
The GSFC Contracting Officer (CO) will have overall responsibility for the contract. The CO will provide all the contractual direction and clarification within the “as-written” requirements and schedules of the SOW. The primary technical point of contact at GSFC will be the Contracting Officer’s Representative (COR).
The GSFC technical team shall participate in the design of the prototype telescope by providing the following functions:
· The evaluation of optical effects as part of a STOP analysis based on the thermal model and the resulting mechanical distortion finite element model (FEM) provided by the vendor.
· The Goddard team will model the resultant wavefront distortion and path length stability based on the final model. GSFC will provide a model and technique for stability analysis at a single frequency (generally the lowest frequency of the measurement band) of variation in thermal flux: this will serve as an estimate of the dynamic behavior under expected thermal fluctuations.
Vendor Responsibilities This section defines the deliverables, the program management, and the verification testing, required from the Vendor.
Deliverables The contractor shall design a single laboratory prototype telescope consisting of mirrors and the associated optical mounts and metering structure all made from single crystal silicon (SCSi). The designed telescope shall meet the requirements set out in Attachment A: eLISA Telescope Information Package.
The work is split into three phases:
1) Phase A, 4-5 weeks, is to develop the conceptual design further thant what is provided in Attachment A, and will end with a Conceptual Design Review. This may include, at least briefly, an examination of alternative mechanical packaging concepts.
2) Phase B, 4-5 weeks, is to develop a Preliminary Design and conduct some analysis, and will end with a Preliminary Design Review, and a revised firm fixed price detailed quote cost estimate (ROM) for fabrication of the mirrors and structure.
3) Phase C, 8 weeks, will develop the design to the point where the components can be fabricated and built. Phase 1C will end with a Critical Design Review, and a revised firm fixed price quote cost estimate (ROM) for the telescope assembly, alignment, and functional test.

Documentation and End Item Data Package The vendor shall prepare and deliver to GSFC the documentation listed above in Table 2. All listed procedures shall be delivered to GSFC.
With the exception of the End Item Data Package and unless otherwise listed in the schedule in Section 5, GSFC will respond within ten (10) days of receipt. Failure by GSFC to reply within this timeframe will be interpreted as agreement with the proposed procedure.
The End Item Data Package will be reviewed and accepted in writing by GSFC.
Documentation Format and Marking All documents shall be created to permit indexed access to individual procedures, test results, data and reports and shall be submitted in any of the following acceptable electronic formats:
· Documents in PDF format No password protection shall be applied to individual deliverable files. Password protected zip files or other secure means of transporting documents to GSFC is acceptable.
All preliminary documentation submitted to GSFC shall be clearly marked “PRELIMINARY” and shall be re- submitted in its final form on or before delivery of the end product.
Program Management The vendor shall plan, execute, and report the contracted efforts utilizing management systems that effectively control schedule. In addition, the vendor shall implement a systematic approach for management of information and data generated during the course of the program. The system shall provide for identification, preparation, approval, and control of internal and deliverable documentation..
The vendor shall maintain a schedule that clearly identifies critical paths and major milestones agreed upon by both the vendor and GSFC. Schedule updates shall be provided to GSFC whenever changes of more than ten (10) days to the milestones dates occur.
Reporting The vendor shall schedule and conduct weekly teleconferences with GSFC to report progress. Events affecting performance or schedule shall be reported by telephone and email to the Contracting Officer, and the Contracting Officer’s Representative (COR).
The vendor shall hold a Kickoff Meeting, a conceptual design review, a preliminary design review and a critical design review. These reviews shall be identified in the schedule and tracked as milestones.
