Attachment A - Statement of Work:

Off-Site C-20A Inspections and Maintenance

1.0 Introduction

NASA Armstrong Flight Research Center (AFRC) operates a Gulfstream C-20A (GIII aircraft). The NASA C-20A S/N 389 (Gulfstream III) is a business jet that has been structurally modified and instrumented by NASA AFRC. This aircraft is based at the NASA AFRC, building 703 facility, 2825 East Avenue P, Palmdale, California.

The C-20A’s 72 Month Inspection, CMP Maintenance Card Due List, Custom Operation Package 1, Custom Operation Package 2, Antenna Interface Inspection, Thrust Reverser “D” Check, Elevators Replacement, ASC 172, 334 and 336A will need to be completed. This work will be done at a licensed Gulfstream Aerospace Service Station Site, and completed within 7 weeks but no later than 10 weeks starting on October 20, 2016.

2.0 Objective and Scope of Contract

Perform the following aircraft work:

a) 72 Month Flight Controls Inspection

c) Custom Operations Package 1

a. See Exhibit #3

d) Custom Operations Package 2

a. See Exhibit #4

e) Antenna Interface Inspection (CMP Task 539413)

f) Thrust Reverser “D” Check – Quiet Technology Aerospace

g) Replace Elevators – Customer Supplied Elevators

h) ASC 172 Part I

i) ASC 334

j) ASC 336A

Contract pricing shall include labor, travel if required, materials, and equipment necessary to complete the tasks. Contractor shall propose their fixed price hourly labor rate to be used for the aircraft work. Labor rate shall be fully burdened and shall include any travel and lodging costs, if applicable.

3.0 Schedule

The Contractor shall propose a schedule of completion of the base contract work within the period of October 20, 2016 - December 8, 2016. With an additional 15 working days to clear discrepancies found during the base contract work, with the final completion date of December 29, 2016.

4.0 Task Requirements

Follow the tasks listed in 2.0

5.0 Quality Assurance.

The Contractor shall provide and maintain a quality assurance and inspection program. The Contractor's inspection program shall ensure compliance with technical guidance, engineering specifications, and applicable Federal Aviation Administration (FAA) regulations.

5.1 Non-conformance: The Contractor shall have in place a procedure for reporting of nonconforming articles, materials, and equipment.

("Non-conformance" is defined as a condition of any article, material, or service in which one or more characteristics do not conform to the specified requirements. This includes failures, discrepancies, deficiencies, defects, anomalies, and malfunctions).

5.2 Inspection: The Contractor shall provide aircraft inspectors to verify that work is performed in accordance with technical specifications and that the workmanship is airworthy. The inspectors shall ensure that all inspection/repair documentation is completed and delivered to the government.

5.3 Tool Control: The Contractor shall utilize a system of positive tool control. A system must be established by the Contractor to account for all items taken onto the C-20A aircraft.

5.4 Government Source Inspection: All work performed on this contract shall be subject to inspection by the Government at any time. Government designated inspectors will provide follow up inspections to work performed on the aircraft.

5.5 Documentation: documentation and records of all contractor performed repairs shall be delivered.

6.0 CONTRACTOR QUALIFICATION REQUIREMENTS

The contractor shall certify (and/or provide evidence where required) that the following requirements are met, or where requested, propose an alternate approach.

6.1 Corporate Experience: The Contractor shall have experience performing C-20A aircraft inspections and repair.

6.2 Staff Experience: The Government strongly desires that all personnel performing this maintenance possess FAA Airframe and Power Plant (A&P) certification or work under a Repairman’s certificate.

6.3 Tooling: The Contractor shall certify that he possesses or can obtain (prior to commencement of this effort) all fixtures, tooling, and support equipment necessary to perform the required maintenance.

6.4 Work Location: All work shall be performed at a licensed Gulfstream Aerospace Service Station Site.

6.5 Reference Materials: The Contractor shall possess relevant technical reference material to perform this task.

7.0 OTHER REQUIREMENTS

7.1 Government Furnished Items: The Government will be providing the following:

· C-20A Aircraft, Tail Number: 30502

· Replacement Elevators
