NNA17615585Q - OFFEROR’S RESPONSE TEMPLATE
TECHNICAL APPROACH:
Provide responses to the items below to enable NASA’s evaluation of the offeror’s technical approach to the Statement of Work:
1. Provide information on the CT machine you are planning to use to complete the scans (size limitations, detector resolution, X-ray source power, etc.)
2. Describe the strategy you will use to scan the bondline (TPS to carrier structure bond) under acreage tiles and how you will scan seam regions (gap filler to acreage tile bond) including an estimate of the total number of scans it will take to scan these regions.
3. Provide an estimate of image resolution (voxel size) you believe you can achieve for the regions of interest described in this RFP.
4. Provide a description of how to minimize the detrimental impact of the NON-removable metallic ring in the carrier structure on scan quality and resolution.
5. Provide pricing and schedule required to compete each scan
6. Describe what type of data will be delivered upon the completion of scans (such as point cloud data, software to view data, videos)
7. Describe any additional data processing services or data visualization that your organization may offer (such as efficient ways to extract CT data in the seam and bondline regions despite their complex geometry, scripts for auto-detection of defects of certain size and shape, stitching and trimming of scans, etc).
8. By what date does NASA need to provide the surrogate material stackup (shown in Figure
5) such that your organization can meet the delivery date for Pre-Phase 1 (April 15, 2017)?
9. By what date does NASA need to provide the spare ETU carrier structure such that your organization can meet the delivery date for Phase 1 (June 1, 2017)?
10. If your organization chooses to have NASA design and fabricate the ground support and interface tooling, by what date does NASA need to provide these parts such that your organization can meet the delivery date for Phase 1 (June 1, 2017) and Task 2.1 (July 15, 2017)?
11. There is a strong preference for vendors that can scan the entirety of the ETU, however if it is not possible to obtain full coverage of the entire ETU, specify the estimated amount of coverage that is possible and describe the areas which are not possible to scan.
12. If the delivery dates in Statement of Work Section 8 have to change, what is the minimum notice NASA must give the contractor prior to delivery of the ETU?
PAST PERFORMANCE:
Provide information regarding the offeror’s past performance/ experience for the following evaluations:
1. An evaluation of the extent of the offeror’s past experience with space-qualified composite structure design, fabrication and testing, and the offeror’s justification for how these past experiences will ensure successful performance on the current solicitation.
2. An evaluation of the offeror’s performance on previous contracts of similar or greater size, content, and complexity, and how these experiences and capabilities will lead to capability for the current effort.
