About this file

This document is a Justification and Approval (J&A) for other than full and open competition from the Naval Medical Research Command (NMRC) for the Olink Signature Q100 system. NMRC requires the Olink Signature Q100 to perform multiplex immunoassays using Proximity Extension Assay (PEA) technology and small sample volumes for ongoing projects examining biomarkers of disease severity, vaccine effectiveness, and long-term sequelae of infection, including post-acute sequelae of COVID-19 and Dengue infection. The J&A cites the statutory exception of 10 U.S.C. 2304(c)(1) and FAR 13.106-1(b)(1) for soliciting from a single source, as the Olink Signature Q100 is only available from Olink Proteomics Inc. and no other vendors can meet the required capabilities. NMRC will conduct a price analysis to ensure the anticipated cost is fair and reasonable prior to award.
