Each boat is stored on a trailer. The trailers have received service in the past but have not been recently evaluated for road worthiness. The contractor is responsible for inspecting and, if necessary, providing service to the trailers prior to their use to transport the vessels associated with this SOW.

Scope: Work under this SOW shall be performed at the Contractor's facility. The contractor is responsible for transporting the boats to and from the contractor's facility. Upon completion, NOAA will conduct acceptance testing at NOAA's facility. Any deficiencies discovered during inspection of all items covered under this statement of work shall be submitted to the Contracting Officer in writing with pricing for correction.

The period of performance for this SOW is from time of award to February 5th, 2020.

There are two small boats and two associated trailers covered under this SOW with the following particulars:

· 2901 (HI-1) Metal Shark Marine 29 foot Relentless with HIN GAJRBO11E313 built in 2013 with 9,600 lb displacement fully loaded. This vessel is of RHIB construction with aluminum hull and foam collar. It has a single Cummins inboard diesel engine with model number QSB6.7480GSI a ZF280-1 transmission and Alamarin Jet 288.

· Boatmaster dual axle trailer with date of mfg. 6/13/13, GVWR 14,000 lbs, and VIN 1E9E1BH28DF513120

· 3103 (HI-2) Silver Ships 31 foot AM900 with HIN VSI90010B017 built in 2016 with 12,119 lb displacement fully loaded. This vessel is of RHIB construction with aluminum hull and hybrid collar. It has a single Cummins inboard diesel engine with model number QSB6.7480GSI a ZF280-1 transmission and Hamilton Jet 292.

· Boatmaster triple axle trailer with date of mfg. 01/2017 by JDCI Enterprises, GVWR 15,000 lbs, VIN 42XBK3033HB115785 Upon receipt of the vessel the contractor will accept full responsibility for the safety of the vessel, including but not limited to fire protection, security, water-tight integrity, and protection from adverse environmental conditions, etc. This responsibility will terminate only after all work defined herein (or added during the work period) is complete, accepted by NOAA, and NOAA personnel receive the vessel.

Government Furnished Material: Full set of Wing collar sheaths and foam inserts for vessel 2901.

Work Items:

1. Perform complete inspection of hull including hull penetrations, hatches, zincs, collar, sea cocks, and electrical systems within first 10% of period of performance. Submit report of findings with recommendations and repair estimates to the contracting officer.

2. Modify each ‘pick point’ on each vessel to fit a Henriksen model hook HMKG 3.5 oriented fore-aft, parallel to the hull of the boat with handles oriented forward. Each vessel has two existing structural points which are reinforced and weight tested to a 6:1 safety factor to allow deployment and recovery of the boat from a dual point davit with personnel on board. Contractor is to modify the attachment point of these aluminum structures to allow installation of the specified off-load release hook.

2.1. Modified attachment point must be designed to a 6:1 safety factor

2.2. Welds must pass a witnessed dye penetrant test with report submitted to a NOAA representative.

2.3. Modified attachment points must be weight tested to 150% of the vessels fully loaded weight, provided as ‘Condition B weight’ with report submitted to a NOAA representative.

2.4. Engineering schematics for the specified hook are publically available and included in supporting documentation.

3. Procure and install quantity four (4) Henriksen HMKG 3.5 quick release off-load hooks in accordance with manufacturers instructions.

4. OEM or factory trained service technician inspect and provide service report for each engine, transmission, and propulsion jet in all boats within first 25% of period of performance. Submit report of findings with recommendations and repair estimates to the contracting officer.

4.1. Operators report black smoke during operations from vessel 2901

4.2. Operators report coolant leak near turbo on vessel 2901

4.3. Operators report that the alternator adjustment bolt needs to be replaced on vessel 2901

5. Inspect each vessel drive shaft and universal joint for excessive corrosion or wear within first 25% of period of performance. Submit report of findings and repair/replacement estimates to the contracting officer.

6. Inspect all belts and rubber hoses for cracking, swelling, or excessive wear. Submit report of findings with recommendations and replacement estimates to the contracting officer.

7. Replace all ABC fire extinguishers with comparable product.

8. Remove and replace all hatch gaskets. Complete surface preparations in accordance with manufacturer's instructions prior to applying new gasket adhesive. Verify new gasket seal with chalk test and hose test according to industry best practices.

9. Oil and filter change for each engine. Use OEM approved replacement fluids and filters.

9.1. Submit engine oil sample for SOS analysis and provide results to NOAA representative.

10. Fuel filter and fuel/water separator element change for each engine. Use OEM approved replacement filters.

11. Load test and inspect all batteries. Submit report of findings and replacement estimates to the contracting officer. Any batteries over 6 years old should be reported as requiring replacement.

12. Work Specific to vessel 2901 (HI-1 Metal Shark)

12.1. Remove and replace collar with provided replacement sheaths and foam inserts

12.2. Replace broken antenna mount

12.3. Re-align upper engine hatches to allow complete seal

12.4. Replace forward upper engine hatch starboard side latch

12.5. Replace port side engine side hatch due to warping which prevents seal

12.6. Replace starboard engine blower fan grating

12.7. Re-wire trim tab controls. Controls currently cause opposite side position indicator to move.

12.8. Drain, flush, and refill steering helm fluid with OEM recommended fluid.

12.9. Replace damaged Roxtec style deck penetration seals in console.

12.10. Center access hatch has been warped from improper handling and does not seal. This is a large panel under and around the console. Contractor is to propose repair or replacement options to the contracting officer. The requirement is not that the deck be flat, but that it provide a reliable seal to prevent water ingress. Currently the hatch has been sealed with temporary sealing tape to minimize leakage.

12.11. Verify proper gauge electrical cable is installed between batteries and engine starter. It is suspected to be too small in gauge. This work item requires the hatch in item 10.5 to be removed.

12.12. Replace all bilge pumps and test wiring. This work item requires the hatch in item 10.5 to be removed.

12.13. Investigate sticking throttle cable. Submit recommendations and repair estimates to the contracting officer. This work item requires the hatch in item 10.5 to be removed.

12.14. Replace jet bucket control cable. Cable rod end is bent causing interference with normal operation. This work item requires the hatch in item 10.5 to be removed.

13. Work specific to vessel 3103 (HI-2 AM900)

13.1. Operators report that starboard navigation light does not function. Replace navigation lights with similar.

13.2. Transmission leaks a steady drip from seal, troubleshoot and repair.

13.3. Replace fuel tank sending unit

13.4. Replace engine air filter

13.5. Replace Hamilton jet nozzle steering bushing and pivot arm on jet exterior.

14.2. Lubricate and cycle tongue jack and bow hoist

14.3. Inspect/test brake system

14.4. Inspect tires

14.5. Inspect/test brake lights and turn signals
