Only 3 companies, Applanix Corporation (manufacturer of the POS/MV 320 VS), Kongsberg (manufacturer of the SeaPath 300 Series Position and Orientation System), and

NovAtel (manufacturer of the Synchronous Position Attitude and Navigation (SPAN))

GNSS/INS system provide similar systems, but none except Applanix can provide the required items identified above. Each of these systems provides Position, Orientation and

Attitude measurements that potentially meet the general need of the government, but only

Applanix can provide the needed replacement or repair parts for the existing systems without replacing the entire system and incurring the ancillary costs required to make it a usable system for the NOAA fleet. According to SAM.gov, neither Kongsberg Maritime nor NovAtel are small businesses.

Applanix Corporation is the OEM of the POS/MV 320 system and there are no other developers or manufacturers capable or possessing the necessary knowledge and skill to provide the requirements identified above. Both Internet and GSA Advantage searches of

POS/MV-320 VS equipment indicates that there are no other suppliers of the requested
