STATEMENT OF NEED FOR SUPPLY OR SERVICE < $150K

NMAN7200-17-01695

PURPOSE:

This requisition is to provide a replacement gyro system on NOAA SHIP BELL M SHIMADA.

The gyro system will replace the existing two gyros, and gyro controller on the ship. Highly reliably, maintenance free gyros are required to reduce down time due to gyro failures and to eliminate maintenance costs associated with existing mechanical gyros.

TECHNICAL SPECIFICATIONS:

The replacement gyro system, including the electrical, mechanical, and digital interfaces must be compatible with the existing gyro system on Shimada. The ship gyro system drawing is attached for reference.

Requirements:

1. Two Gyros

2. Gyro interface unit

3. IMO certified gyros

4. ISO 9001 certified manufacturing

5. No maintenance required over the life of the gyros

6. Gyro Mean Time Between Failure - 150,000 hours or greater

7. Gyro Warranty - 5 years or more

8. Technical Support - 24x7 telephone and email

9. Heading Accuracy 0.25 degrees (secant latitude) or better

10. Roll and Pitch Accuracy 0.1 degrees or better

11. Operating Temperature 10 to 120 degrees Fahrenheit or better

12. Heading – 0 to 360 degrees

13. Roll +/- 180 degrees or better

14. Pitch +/- 90 degrees or better

15. RS232 input/output

16. Data Formats supported – NEMA 0183, ASCII and Binary

17. Data rate 1 to 200 Hz

18. Ethernet interface for gyro display, setup, control and data logging.

19. Power – 20 Watts or less for each gyro

20. Must supply a Gyro Interface Unit to connect with existing ship systems

21. Gyro Interface Unit must interface the two new gyros with existing ship systems without requiring changes to any existing data interfaces.

22. Supply Support – Vendor must stock at least one spare gyro within the US for shipment within 24 hours to support NOAA CASREP requirements.

DELIVERABLE SCHEDULE:

No later than Nov 17, 2017 to meet ship dry dock schedule.
