STATEMENT OF WORK/ SPECIFICATIONS
ANGLE of ATTACK SYSTEM, AoA, " FOR NOAA WP-JD ORION AIRCRAFT
May 12, 2015
National Oceanic and Atmospheric Administration Marine and Aviation Operations I Aircraft Operations Center
C. 1 General Scope of Work
The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (NMAO), Aircraft Operations Center (AOC) instruments, maintains, and operates WP-3D Orions and other aircraft in support of a variety of meteorological and oceanographic research projects. This requirement is for an Angle-of-Attack system (AoA) for the WP-3D aircraft.
The purpose of the Angle-of-Attack (AOA) System is to monitor the relative airstream vector in relation to the wing's chord line, and to help the flight crew maintain controlled flight. As the AOA increases, the airstream flowing over the wing will start separating from the upper wing surface. This results in a decrease of negative pressure lift (Bernoulli Principle), or a stall.
AOA systems are of the greatest benefit during high wind shear, and in slow flight modes with high AOA and moderate wind shears/gusts. (i.e. landing).
The NOAA WP-3D is not currently equipped with an A11gle-of-Attack system. There have been systems installed on the NOAA WP-3Ds in the past, but the last system was removed due to high failure rate issues. The system to be acquired is the nearly same system used on a majority of P- 3 Orion aircraft flying around the world, including the US Navy P-3 fleet, with the difference being that the AoA Indicator design has been updated, while keeping the same functionality.
C.2.1 Detailed Scope of Work
The vendor shall provide new, current production model, Angle-of-Attack systems for the NOAA WP-3D aircraft. The system shall consist of the sensor assembly (one per aircraft) and indicator assembly (two per aircraft).
a. Ao A Sensor Assembly: The sensor assembly shall meet the intent of part number MS28066-30 or e qua 1 as defined in Military Standard MS28066(AS). Deviations from MS28066(AS) shall be limited to use of a compatible, modem style connector alternative and/or other upgrade which would not degrade form, fit, and function.,.
b. AoA Indicator: The indicator shall be form, fit, and function replacement for the MS28067-2 model indicator or equal.
C.2.2 CLIN 0001-AoA Sensor Assembly
C.2.3 CLIN 0002-AoA Indicator
C.3. Deliverv schedule - Delivery not to exceed 180 days ARO
