Statement of Work Multi mode Radar Systems for NOAA P-3 Aircraft

Background

The National Oceanic and Atmospheric Administration (NOAA) Aircraft Operations Center (AOC) instruments, maintains, and operates aircraft in support of a variety of meteorological and oceanographic research projects. Two of AOC's aircraft are WP-30 Orions (a variant of the Lockheed P-3C}, manufactured inthe 1970's. Each aircraft is equipped with a custom, horizontally scanning weather radar system, with the antenna mounted in an obi ate spheroid radome under the fuselage. Commonly referred to as the Lower Fuselage ( UF) radar, the system was originally installed in 1977. Several components (antenna, drive motor and magnetron transmitter) are from the original installation and are becoming difficult or cost prohibitive to repair.

Concept of Operations

NOAA/AOC is tasked with various missions in support of NOAA's charter and interests. Along with the aircraft and syptems, AOC provides flight and air crew, the latter consisting of meteorologists, technicians and engineers. For the most part, the mission systems on the aircraft are operated by the technicians and engineers. The current L/F radar system is operated by a technician, with the abilly to pass control (tilt angle, scan rate, etc) to the on-board meteorologist.

The L/Fweather radar display is available to the pilots on their multifunction display (MFO).

The radar systems acquired under the solicitation will be used to support the following current and anticipated mission types:

• Hurricane and other Severe Weather Reconnaissance-Weatherradarmode to provide in-flight situational awareness, and scientific quality reflectivity and velocity measurements for post-flight analysis. Air to Air mode to assistwith separation from other in-storm aircraft.

• Hurricane Research-Synthetic Aperture (SAR) mode for sea surface roughness (scatterometry) and wave height studies.

• ce Patrol (potential US Coast Guard mission support) - Inverse SAR.(ISAR) mode to detect, identify and classify iceberg targets.

• Marine Sanctuary and other Maritime Patrol-SAR, ISAR and integrated Automatic Identification System (AIS) to detect, identify and classify maritime targets in support of NOAA's Marine Sanctuary stewardship.

• Other Potential Missions-Oil spill detection; Oceart garbage patch gyre mapping, Marine mammal detection.

While l is expected that a multimode radar system will require a dedicated, trained operator when using all of ls capabilities, the remote features of the current system (control by a secondary station and display on the pilot's MFO) are desired when in dedicated weather mode.

The solicitation is to procure two (2) replacement radar systems (one for each NOAA WP-30) that can provide the functions and data to meet AOC's current and potential missions.

Additionally, the solicitation has options for spare components and services that may be exercised to provide better sustainment, installation support and/or enhanced functional ty.

Each system shall meet the required specifications listed below, along with additional requirements and capabilities as described in the contractor's quote and incorporated into the

Contract. Any spare components purchased shall be identical inform, fit and function to the initial system component, requiring at most a field calibration or software parameter change.

The Contractor shall provide an installation kit with each system, to include all connectors (and crimp inserts), mounting trays, external cooling fans, vibration isolators, etc. Contractor shall provide intra-system wiring harnesses, either of appropriate length to include cabin routing and service loops, or of greater length than necessary, with final length and termination accomplished during installation. NOAA/AOC will provide appropriate wiring to cor.mect electrical power from the aircraft to the radar system unit(s) along with other infrastructure connections (1553, Ethernet, etc.). NOAA/AOC will provide circuit protection for power feeds with aircraft-grade circuit breakers (e.g. MS25244 or similar). Responsibility for infrastructure connections along with waveguide fabrication and installation (if necessary) as dentified in the solicitation response will be agreed prior to contract award. NOAA/AOC will provide the antenna adaptor plate and plates/shelves for the mounting trays and other ii-cabin components. Contractor is responsible for any nstallation components or efforts not addressed in this paragraph, unless identified and agreed before contract award.

Contractor shall provide installation support as described intheir quote and agreed prior to award.

If additional support is required, it shall be provided as part of optional CUN 0002.

Contractor shall execute tests and verification as described in their quote and agreed prior to contract award. Contractor shall provide all test results as a contract deliverable. f any unitfails a test or verification within the scope of this contract, the contractor shall generate a report detailing the nitial (failed) result, fault analysis, repair or remediation and retest.

Contractor shall provide a complete set of manuals for each system provided, as described in their quote and agreed prior to award. Documentation shall be provided in digital (PDF or other mutually agreed format) and printed formats. One complete set of printed documents are required with each delivered system. Only one digital copy of common manuals is required, but ndividual digital data shall be provided for all test results, certification data, and any other information that is unique to each system and/or component.

Contractor shall provide training as described in their quote and agreed prior to contract award.

Contractor shall provide a Verification Matrix no later than 7 calendar days prior to the Post Award Conference. The Verification Matrix shall incorporate all Contract requirements and shall include the quantitative verification terns from the Contractor's quote.

Contractor shall provide a proposed detailed Contract schedule no later than 7 calendar days prior to the Post-Award Conference. The detailed schedule shall dentify major milestones and events i1 the Contract execution, including (but not limited to) First Article Testing, first system delivery, second system testing, second system delivery, and proposed training schedule.

Contractor shall notify the Government of any changes to the approved Contract schedule.

Meetings

Contractor shall host a Post-Award Conference at their facility, manufacturing plant or other location proposed intheir quote and agreed prior to contract award. The Post-Award Conference timing will be based on the schedule proposed inthe Contractor's quote and agreed before Contract award. The Post-Award Conference is to review the Contract, address questions on the Contractor's and Government's behalf and review the Verification Matrix and Detailed Schedule. Based on Conference discussion and agreement, Contractor shall provide updated Verification Matrix and Detailed Schedule no later than 7 calendar days after the Post-Award Conference. The Government will respond within two (2) weeks after receipt with a notice-to proceed or a request for further clarification or modification.

Technical Interchange Meetings (TIM) may be requested by either the Government or the Contractor at any time during the Contract Performance Period as deemed necessary. The Contractor shall record the proceedings of any TIM and submit to the Government for review and approval. Note that a Tl M cannot modify the terms of the Contract - any proposed changes must be separately agreed to and approved by a written Contract modification.

Required Technical Specifications

Each system shall meet the following physical, environmental, and power requirements, as modified by the accepted quote:

• Antenna subsystem shall fit within the AOC WP-30 lower fuselage radome and be designed to function in that environment throughout the WP-30 flight and ground environmental envelope. Any other components that need to be located in close proximity to the antenna (e.g. an IMU niounted to the back side of the antenna mounting plate), shall also be designed to operate inthe unpressurized lower fuselage area throughout the WP-30 flight envelope. Note that the lower fuselage radome area is very close to the vertical plane of engine propeller rotation. Testing and/or certification of the antenna and other components in that area shall take the high vibration environment into account.

• All systems that do not require close proximity to the antenna subsystem may be installed inthe main WP-30 cabin. Contractor shall provide a location and mounting plan for all system components. All components shall be designed to operate inthe appropriate environment for their mounting location(s). For all subsystems and components, the contractor shall identify required and recommended mounting methods (e.g. vibration isolators, airflow volume and plenum, etc).

• The system shall be compatible with the electrical power systems on the WP- 30, including power interruption during engine start and in-flight frequency and voltage fluctuations. The system shall operate with the specific type(s} of power as identified in the quote and agreed prior to contract award.

• System hazards to personnel (e.g. RF transmission safety distance) and equipment shall be identified. System description and installation information shall include required safety controls and any interlock mechanisms (e.g. Weight Off Wheels for transmit enable).

Submittal of Invoices

Contractor shall prepare and submit invoices to the COR at AOC at the address shown in Block 15 of the Solicitation/ContracUOrder for Commercial Items-Standard Form 1449. Invoices shall be based on items delivered, received, accepted and ready for invoice payment release.
