Questions and Answers

NIST-RFQ-19-02581

1. Can you please confirm that the equipment for which the Contractor is responsible – as defined above – is limited to the testbed equipment that may be obtained or used for the purposes of this stated effort?

(Reference: Section IV - Specific Tasks - “The contractor will be responsible for project oversight, equipment…”)

Yes, the Government confirms that the equipment the Contractor is responsible for is limited to any testbed equipment that may be obtained or used for the purposes of this effort.

2. What other fonts will the government allow to be used in Offeror’s quotations?

May Offerors use a smaller font, such as an 8 pt, font, for tables and graphics included in their quotations?

(Reference: The “Instructions to Offerors” Section of the solicitation for “Volume 1: Technical Response” states, “Text shall be no less than 12-point font Arial or otherwise reasonably legible font.”)

The Government will allow Arial and Times New Roman fonts. Tables and Graphics may use 9 point font instead of 12 point font.

3. We respectfully request that past performance information not be included in the page count limitation for the technical volume.

(Reference: The “Instructions to Offerors” Section of the solicitation for “Volume 1: Technical Response” states, “The technical response (not including table of contents) shall not exceed fifteen (15) single sided pages” and indicates that past performance information should be included in the Technical Volume.)

Past performance information will be included in the page count limitation for the technical volume. However, the page count limitation for the technical volume is extended to eighteen (18) pages.

4. It appears that there is an incumbent contractor “TTTech.” Was TTTech involved in the preparation of the subject RFQ?

No. No contractor was involved in the preparation of the subject RFQ.

5. Will the contractor be required to recommend and use COTS products to develop the first stage of the TT-E network and design the gateway node, or has NIST already selected specific products for this requirement?

No, the contractor will not be required to recommend and use COTS products to develop the first stage of the TT-E network and design the gateway node. NIST has already purchased specific TT-E products for the testbed.

6. Does NIST have an existing “NIST combined grid communication testbed” or will the winning contractor be expected accomplish development & testing their own laboratory?

NIST has an existing combined grid communication testbed that the contractor will expand on.

7. Besides the one Key Person required, how many personnel are allowed (budgeted) to complete the task?

Offerors shall propose the quantity of personnel they believe to be required to complete the required tasks.
