NIST Requirements Document High-Power VIS-SWIR Supercontinuum Light Source
I. Background The Surface and Interface Metrology Group of the Sensor Science Division, National Institute of Standards and Technology performs calibrations, measurement services and research related to the optical directional reflectance and transmittance of materials.
As part of that work, we are building a database of the spectral bidirectional scattering distribution functions (BSDFs) of a wide variety of materials and require a new high power VIS-SWIR supercontinuum light source to acquire data for the database. The BSDF is a general measure of the angle-dependent reflectance and transmittance of a material.
The supercontinuum light source will be integrated into a BSDF instrument that is currently being procured. It will enable the BSDF instrument to perform high signal-to-noise measurements of the spectral BSDF in the VIS-SWIR spectral region.
II. Scope NIST requires the purchase of one supercontinuum light source, also called a white light laser, to measure the spectral (visible to short-wave infrared) BSDF of a wide variety of materials including solid materials, films, powders, and liquids. This supercontinuum light source will help the sensor science division meet its mission to advance the measurement science of the optical properties of materials by enabling NIST to measure the BSDF of a diverse array of materials. Upon publication in the BSDF database, these measurements will directly support the aerospace and remote sensing industries by providing trusted and traceable data for optical models.
III. Minimum Requirements The system shall meet or exceed the minimum requirements identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.
The Contractor shall provide the following VIS-SWIR supercontinuum light source (quantity 1) that meets the following minimum specifications:
1. The supercontinuum light source shall have a broadband spectral output covering the wavelength range of 450 nm to 2400 nm or broader.
2. The output of the light source shall have a single spatial mode throughout the 450 nm to 2400 nm spectral region or broader.
3. The time-averaged continuous spectral power density output shall be…
a. greater than or equal to 1 mW/nm throughout the 450 nm to 500 nm wavelength range,
b. greater than or equal to 2 mW/nm throughout the 500 nm to 1800 nm wavelength range,
c. greater than or equal to 0.5 mW/nm throughout the 1800 nm to 2300 nm wavelength range,
d. and greater than or equal to 0.1 mW/nm throughout the 2300 nm to 2400 nm wavelength range.
The required power densities are necessary to measure the BSDF of low-reflectance materials, as well as the off-specular reflectance of polished optical surfaces.
4. The maximum value of spectral power density throughout the 500 nm to 1800 nm spectral region shall be no greater than 2.5 times as large as the minimum value of the spectral power density in this same spectral region, with the exception of a 20 nm bandwidth centered on the pump wavelength (typically 1064 nm) of the source. This spectral power uniformity is necessary such that the supercontinuum light source can be used as broadband illumination with spectrally resolved, parallel light detection with a CCD or CMOS spectrometer.
5. After an initial warm up time, the output power shall have a nominal stability of 1% or smaller.
6. The light output shall be collimated using a reflective optic in order to limit chromatic aberration. The collimated beam diameter shall be no larger than 5 mm throughout the 450 nm to 2400 nm spectral region.
7. The light shall be output by a fiber that is 1.5 m in length or longer.
8. The supercontinuum light source shall be controllable both with and without a computer.
9. The supercontinuum light source shall operate on 120V for all components.
10. The supercontinuum light source shall include all necessary power supplies, cables, adapters, etc. for normal operation.
11. An installation and user manual shall be included with the supercontinuum light source which fully describes proper set-up, installation, and usage.
IV. Site Preparation None required.
V. Delivery Delivery shall be FOB Destination (or equivalent terms, such as INCOTERMS Delivered Duties Paid) are required and shall occur not later than 12 weeks ARO.
FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. All shipping costs shall be included in the total firm-fixed price. The contractor shall deliver all Line Items to:

Inspection and Acceptance In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.
The equipment will be visually inspected upon receipt by the technical point of contact (TPOC) for observable damages and flaws. If damages and/or flaws are observed, the equipment will be returned to the vendor at the vendor’s sole expense. The TPOC will notify the vendor via email, within five (5) business days of observing the damage that the equipment is being returned. The vendor and TPOC will ensure the equipment is fully operational and demonstrates operation to the minimum specifications set forth in this document. If the equipment fails to be fully operational and/or does not demonstrate operation to the minimum specifications, the equipment will be returned to the vendor at the vendor’s sole expense. If no observable damage and/or flaws are observed, the following tests will be performed prior to acceptance within thirty (30) calendar days of receipt of instrument, installation, and training:
1. Visual Inspection
a. General inspection of the instrument and components to ensure everything has been included and there is no damage.
b. The instrument will be operated using manufacturer recommended procedure.
2. Measure the super continuum light source’s spectral power density output (see requirements 3 and 4 above).
3. Measure the power stability of the supercontinuum light source after its warm up time (see requirement 5 above).
The Government will test, inspect, and accept the equipment onsite within 30 business days of the receipt of the supercontinuum light source. A visual inspection of the supercontinuum light source will be performed by the NIST TPOC to identify surface defects or any form of indication that the supercontinuum light source was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the supercontinuum light source due to defects and/or nonconformance.
VII. Warranty The contractor shall warrant the entire system for a period of a minimum of two years after receipt of the equipment and shall be in accordance with terms in FAR 52.212-4
VIII. Payment Schedule The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:
1. 100% after installation and acceptance by the TPOC of fully installed system
2. The Government anticipates inspection will occur upon:
a. After the testing procedures set forth in this document have been completed
