Specifications Background:
The National Institute of Standards and Technology (NIST) requires molecular beam epitaxy sources to grow thin oxide films for use in quantum nanoscience studies. The sources must be compatible and fit into an existing ultra-high vacuum chamber with 2.75CF flanges and be must be resistant to exposure of oxygen.
Minimum Requirements The system shall meet the minimum requirements identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.
CLIN 0001: The Contractor shall provide quantity of one (1), low temperature effusion cell for Mg, model MBE Komponenten NTEZ-40-10-22-KS-SF-K-P-L220D36 or equivalent. The source shall meet the following minimum requirements:
1. The source shall reach an operating temperature of at least 1000°C, and bakeable to 250°C.
2. The source shall be resistant to exposure of oxygen and shall not contain any molybdenum components.
3. The source shall mount on a 2.75CF flange with clearance thru mounting holes.
4. The source shall have a nominal capacity of at least 10 ccm.
5. The source shall have a lip diameter of less than or equal to 22 mm.
6. The source shall have integral water cooling and a rotating shutter system.
7. The source shall have a thermocouple, type K, to monitor and control temperature on a 1.33CF flange.
8. The source shall a vacuum length of 220 mm.
9. The source shall an air side length less than or equal to 200 mm.
10. The source shall be supplied with two, QTY(2) 10 ccm PBN crucibles suitable for Mg.
11. The source shall be supplied with a set of cables, minimum 6 meter length, for power and temperature reading, bakeable to 125°C.
12. The source shall be supplied with a screw type power feedthru on a separate 1.33CF flange, and a power supply sufficient to reach maximum operating temperature.
13. The source shall be supplied with a PID temperature controller using Eurotherm controllers with Ethernet interfaces.
CLIN 0002: The Contractor shall provide quantity of one (1), effusion cell for Al, model MBE Komponenten WEZ 40-10-22-KS-CL-C-P-L220D36 or equivalent. The source shall meet the following minimum requirements:
1. The source shall reach an operating temperature of at least 1400°C, and bakeable to 250°C.
2. The source shall be resistant to exposure of oxygen and shall not contain any molybdenum components.
3. The source shall mount on a 2.75CF flange with clearance thru mounting holes.
4. The source shall have a nominal capacity of 10 ccm.
5. The source shall have a lip diameter of less than or equal to 22 mm.
6. The source shall have integral water cooling and a rotating shutter system.
7. The source shall have a thermocouple, type C, to monitor and control temperature on a 1.33CF flange.
8. The source shall a vacuum length of 220 mm.
9. The source shall an air side length less than or equal to 200 mm.
10. The source shall be supplied with a two, QTY(2) 10 ccm double wall PBN crucibles suitable for Al.
11. The source shall be supplied with a set of cables, minimum 6 meter length, for power and temperature reading, bakeable to 125°C.
12. The source shall be supplied with a screw type power feedthru on a separate 1.33CF flange, and a power supply sufficient to reach maximum operating temperature.
13. The source shall be supplied with a PID temperature controller using Eurotherm controllers with Ethernet interfaces.
CLIN 0003: The Contractor shall provide quantity of one (1), high temperature effusion cell for La, model MBE Komponenten HTEZ 40-1-20-KS-0-L220D36 or equivalent. The source shall meet the following minimum requirements:
1. The source shall reach an operating temperature of at least 1700°C, and bakeable to 250°C.
2. The source shall be resistant to exposure of oxygen and shall not contain any molybdenum components.
3. The source shall mount on a 2.75CF flange with clearance thru mounting holes.
4. The source shall have a nominal capacity of 1 ccm.
5. The source shall have a lip diameter of less than or equal to 20 mm.
6. The source shall have integral water cooling and a rotating shutter system.
7. The source shall have a thermocouple, type C, to monitor and control temperature on a 1.33CF flange.
8. The source shall a vacuum length of 220 mm.
9. The source shall an air side length less than or equal to 200 mm.
10. The source shall be supplied with a two, QTY(2) 1.5 ccm Ta crucibles suitable for La.
11. The source shall be supplied with a set of cables, minimum 6 meter length, for power and temperature reading, bakeable to 125°C.
12. The source shall be supplied with a screw type power feedthru on a separate 1.33CF flange, and a power supply sufficient to reach maximum operating temperature.
13. The source shall be supplied with a PID temperature controller using Eurotherm controllers with Ethernet interfaces.

11. The source shall be supplied with a set of cables, minimum 6 meter length, for power and temperature reading, bakeable to 125°C.
12. The source shall be supplied with a screw type power feedthru on a separate 1.33CF flange, and a power supply sufficient to reach maximum operating temperature.
13. The source shall be supplied with a PID temperature controller using Eurotherm controllers with Ethernet interfaces.
CLIN 0005: The Contractor shall provide quantity of one (1), high temperature effusion cell for Ni, model MBE Komponenten HTEZ 40-1-20-KS-0-L220D36 or equivalent. The source shall meet the following minimum requirements:
1. The source shall reach an operating temperature of at least 1700°C, and bakeable to 250°C.
2. The source shall be resistant to exposure of oxygen and shall not contain any molybdenum components.
3. The source shall mount on a 2.75CF flange with clearance thru mounting holes.
4. The source shall have a nominal capacity of 1 ccm.
5. The source shall have a lip diameter of less than or equal to 20 mm.
6. The source shall have integral water cooling and a rotating shutter system.
7. The source shall have a thermocouple, type C, to monitor and control temperature on a 1.33CF flange.
8. The source shall a vacuum length of 220 mm.
9. The source shall an air side length less than or equal to 200 mm.
10. The source shall be supplied with a two, QTY(2) 1.5 ccm Al2O3 crucibles suitable for Ni.
11. The source shall be supplied with a set of cables, minimum 6 meter length, for power and temperature reading, bakeable to 125°C.
12. The source shall be supplied with a screw type power feedthru on a separate 1.33CF flange, and a power supply sufficient to reach maximum operating temperature.
13. The source shall be supplied with a PID temperature controller using Eurotherm controllers with Ethernet interfaces.
CLIN 0006: The Contractor shall provide quantity of one (1), oxygen atomic beam source, model MBE Komponenten OBS 40-L220D36 or equivalent. The source shall meet the following minimum requirements:
1. The source shall reach an operating temperature of at least 1800°C, and bakeable to 250°C.
2. The source shall be resistant to exposure of oxygen and shall not contain any molybdenum components.
3. The source shall mount on a 2.75CF flange with clearance thru mounting holes.
4. The source shall crack oxygen with an efficiency of at least 80% using only thermal means.
5. The source shall provide an atomic oxygen flux density up to 1x1015 /cm2 s.
6. The source shall have integral water cooling.
7. The source shall have a thermocouple, type C, to monitor and control temperature on a 1.33CF flange.
8. The source shall a vacuum length of 220 mm.
9. The source shall have a gas inlet port on a 1.33CF flange.
10. The source shall have an all metal right angle variable leak valve, such as VAT model 59024-GE01.
11. The source shall an air side length less than or equal to 235 mm with the variable leak valve.
12. The source shall have an aperture to limit the beam exposure to a 5 x 5 mm sample area for a source distance of 70 mm from the sample.
13. The source shall be supplied with a set of cables, minimum 6 meter length, for power and temperature reading, bakeable to 125°C.
14. The source shall be supplied with a screw type power feedthru on a separate 1.33CF flange, and a power supply sufficient to reach maximum operating temperature.
15. The source shall be supplied with a PID temperature controller using Eurotherm controllers with Ethernet interfaces.
CLIN 0007: The Contractor shall provide quantity of one (1), rack mount kit for the source power supplies.
CLIN 0008: The Contractor shall provide quantity of one (1), rack mount kit for the PID controllers.
Delivery Delivery shall be FOB DESTINATION and shall occur not later than (NLT) 12 weeks ARO.
FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to:
The National Institute of Standards and Technology 100 Bureau Drive, Building 216, Room B103 Gaithersburg, MD 20899-6204 Inspection and Acceptance In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.
Inspection and acceptance shall occur within seven (7) business days after receipt of the sources at NIST.
Inspection tests shall be performed at NIST by a government official. These tests shall include:
A visual inspection of the sources will be performed by the NIST TPOC to identify surface defects or any form of indication that the equipment was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the sources due to defects and/or nonconformance.
Warranty The contractor shall provide a one year warranty after receipt of the equipment and shall be in accordance with terms in FAR 52.212-4 Payment Schedule The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:
1. 100% after receipt and acceptance by the TPOC of fully delivered system.
