NIST Requirements Wavelength Tunable Laser
1. Background of proposed acquisition
The Nanoscale Device Characterization Division (NDCD) of the National Institute of Standards and Technology (NIST) has a requirement for a narrow band laser with wavelength broadly tunable in the mid-IR spectral range and with a precisely tunable repetition rate. The laser will be used in combination with a cryogenic atomic force microscopy (AFM) tool to obtain IR absorption spectra with nanoscale resolution, referred as AFM-IR technique. The development and advancement of new measurement methods and infrastructure to characterize nanoscale engineered materials and devices is a critical part of the NDCD mission. Within NDCD, the Nanoscale Spectroscopy Group (NSG) pushes advances optical spectroscopies, electrical measurements, and hyphenated techniques to meet the metrology needs of the electronic, semiconductor, energy, health, defense, and other industries.
2. Minimum Specifications:
NDCD requires a commercial, narrow band, laser with a wavelength broadly tunable in the mid-IR range and with a precisely tunable repetition rate. All items must be new. Used or refurbished equipment or prototypes will not be considered for award. The minimum specifications and capabilities required are listed below:
Specifications The system shall meet or exceed the minimum requirements identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.
The Contractor shall provide one (1) wavelength tunable laser with tunable modulation frequency that meet the following minimum specifications:
A. The laser source shall consist of a single laser or of an array of lasers housed in a single enclosure
B. The laser shall emit collinear light from a single port with wavelength tunable between:
· ≈ 2.3 µm (≈ 4385 cm-1) to 4.45 (2245 cm-1) or broader range without gaps
· ≈ 5.0 µm (≈ 2000 cm-1) to 18.00 (556 cm-1) or longer wavelengths without gaps
C. Additionally, the laser shall emit collinear light from a single port with wavelength tunable between:
· ≈ 1.4 µm (≈ 7140 cm-1) to ≈ 2.05 (≈ 4878 cm-1) or broader range without gaps
D. The vendor should provide the laser wavelength tuning curve (power vs wavelength) and demonstrate an output power:
· > 8 mW of power for wavelengths up to 16 µm (625 cm-1)
· > 5 mW of between 16 µm (625 cm-1) and 17 µm (589 cm-1)
· > 2 mW for wavelength from 17 µm (589 cm-1) to 18 µm (556 cm-1)
E. The laser shall emit light with linearly polarization in the vertical direction
F. The laser source shall emit light pulses or a macro-pulses composed by several shorter pulses with repetition rate, or modulation frequency, tunable at least between 1 kHz to 2000 kHz or wider range and enable:
· repetition rate sweeps (< 1 KHz resolution) between 1 kHz and 2000 kHz in less than 60 s.
· repetition rate sweeps (< 1 Hz resolution or better) between 31 kHz and 33 KHz in less than 60 s.
Note that if the laser needs any additional or external equipment to meet the above stated specifications, each item must be clearly marked and included in the response as an optional item, along with documentation on its function and specifications
G. The source shall emit light pulses with a linewidth of 4 cm-1 or smaller
H. The Laser system shall enable continuous tuning of the emitted wavelength at rate of 100 cm-1/s or faster and shall provide a TTL trigger signal for every wavenumber upon sweeping the laser wavelength.
I. The laser system shall emit light pulses with a pulse length > 1 ps and < 100 ns.
J. The laser should include the option of a collinear visible laser output for alignment and troubleshooting purposes.
3. Delivery:
Delivery shall be FOB DESTINATION and shall occur within 6 months after receipt of an order (ARO).
FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery.
The contractor shall deliver all Line Items to:
The National Institute of Standards and Technology 100 Bureau Drive, Building 218, Room D018. Gaithersburg, MD 20899
Att. Dr. Andrea Centrone (x8225)
4. Installation:
The upgrade shall be installed by the Contractor and meet contract specifications no later than 1 (one) month after delivery. Installation, at a minimum, shall include uncrating/unpackng of all equipment, set-up of the system, demonstration of all specifications, and removal of trash. Onsite installation and demonstration shall be done at NIST, (Gaithersburg, MD- Building 216, room D112)
5. Training
The contractor shall conduct at least 1 or 2 days of training for up to 4 (four) users at NIST. The training shall provide a thorough demonstration of functions, and basic troubleshooting.
6. Inspection testing and acceptance
The Government will test, inspect, and accept the equipment onsite within thirty (30) days of the installation of the required equipment. The Government will have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the laser due to defects and/or nonconformance. In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined above to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during all tests and evaluations at the Contractor’s expense.
7. Warranty:
Seller warrants to the original Buyer that upgrade will be free of defects in material and workmanship for a period of one (1) year commencing on final acceptance. This warranty covers the cost of parts and labor (including, where applicable, field service labor and travel required to restore the equipment to normal operation).
8. Payment Schedule
The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:
Proposed payment schedule:
30 % receipt and approval of drawing to NIST TPOC 50 % upon delivery
20 % upon installation and training
NOTE: The Contractor may propose an alternate payment schedule in response to the solicitation.
