NIST Requirements Document
Precision Digital Multimeters (DMMs)
I. Background
The National Institute of Standards and Technology (NIST), Physical Measurements Laboratory (PML), Fundamental Electrical Measurement (FEM) group realizes and maintains the units of resistance, capacitance, and inductance for the United States.
Voltage, resistance, and current measurement systems use digital multimeters (DMMs) for accurate electrical measurements in the resistance laboratory. FEM group requires two precision DMMs to replace aging equipment to maintain FEM group’s measurement capability in the resistance laboratory and to aid the latest advancements in AC quantum Hall work. The Applied Electrical Metrology (AEM) group, require six precision DMMs for calibration and testing electrical power. Combined, a total of eight precision DMMs are required. A DMM is an electrical measuring instrument with multiple functions, minimally capable of measuring DC or AC voltages and currents, plus resistance and frequency.
II. Scope
In order to meet the mission indicated above, FEM and AEM groups require eight (8) reference digital multi multimeters. Deliver a quantity of eight (8) reference digital multi multimeters, inclusive of warranty, in accordance with the requirements set forth herein.
III. Minimum Requirements
The system shall meet or exceed the minimum requirements identified below. All items must be new. Used or remanufactured equipment will not be considered for award.
Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the proposer is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.
Brand Name or Equivalent
This is a brand name or equivalent requirement for manufacturer Fluke Electronics, PO Box 9090, Everett, WA 98206-9090. Brand name or equivalent description is intended to be descriptive, but not restrictive and is to indicate the quality and characteristic of products that will be considered satisfactory to meet the agency’s requirement.
Contract Line Item Number (CLIN) 0001: The Contractor shall provide eight (8) digital multimeters brand name or equivalent model Fluke 8588A that meet the following salient characteristics.
1. The instrument must be a precision electrical meter with a resolution capability of 8 ½ digits.
2. The instrument must have multiple measurement functions, of at least: DC voltage, DC current, AC voltage, AC current, resistance, and frequency.
3. The measurement rate for the DC voltage and current functions must be capable of up to 5 MegaSamples per second at low resolution, and 100,000 Samples per second at 4 ½ digit resolution.
4. The instrument must have internal memory capacity for storing 15 million readings.
5. The DC voltage function must have a range of 100 mV to 1000 V.
6. DC Voltage measurements shall be:
a. 100 mV range shall be: 1 nV least significant digit(LSD) sensitivity; > 1 TΩ Input Impedance; < 5 ppm 1-year normal reading Accuracy; 0.7 ppm 24-hour normal reading accuracy
b. 1 V range shall be: 10 nV LSD sensitivity; > 1 TΩ Input Impedance; < 2.8 ppm 1-year normal reading Accuracy; 0.5 ppm 24-hour normal reading accuracy
c. 10 V range shall be: 100 nV LSD sensitivity; > 1 TΩ Input Impedance; < 2.8 ppm 1-year normal reading Accuracy; 0.5 ppm 24-hour normal reading accuracy
d. 100 V range shall be: 1 µV LSD sensitivity; 10 MΩ Input Impedance; < 4 ppm 1-year normal reading Accuracy; 1 ppm 24-hour normal reading accuracy
e. 1000 V range shall be: 10 µV LSD sensitivity; 10 MΩ Input Impedance; < 5 ppm 1-year normal reading Accuracy; 1 ppm 24-hour normal reading accuracy
f. Input leakage current ±20 pA ±2 pA/°C
7. The DC current function must have an input range of up to 30 A.
8. The instrument must have a reference frequency input port for an external 10 MHz reference signal.
9. The instrument must have computer interface ports for IEEE-488, and/or USB, and/or
LAN.
10. The reference multimeter shall include the following:
a. Input power 100/120V
b. Calibration certificate
IV. Delivery
Delivery for CLIN 0001 indicated above shall be FOB DESTINATION. Scheduling of the delivery shall take place at a time mutually agreed upon by the Government and Contractor. This delivery shall be completed within 90 days after award..
FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to:
The National Institute of Standards and Technology 100 Bureau Drive, Building 220, Room B164 Gaithersburg, MD 20899-1640
V. Inspection and Acceptance
Inspection and acceptance shall occur within fifteen (15) business days after receipt of the equipment at NIST. In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.
Performance tests include:
1. Appropriate performance for all functions.
2. DC voltage calibration accuracy at 10 V within 3 µV/V.
3. DC current calibration accuracy at 10 mA within 10 µA/A.
4. Working computer interface and access to the maximum memory of 15 million readings.
In addition to these tests, a visual inspection of the multimeters will be performed by the NIST TPOC to identify surface defects. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the multimeters due to defects and/or nonconformance.
VI. Warranty
The contractor shall warrant the entire system IAW contractors commercial warranty timeframe after receipt of the equipment and shall be in accordance with terms in FAR 52.212-4.
VII. Payment Schedule
The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:
1. 100% inspection and acceptance by the TPOC of fully installed system.
2. The Government anticipates inspection will occur upon:
a. After the testing procedures set forth in this document have been completed
NOTE: Partial shipments/installation and partial invoices will not be accepted, unless other-wise requested and accepted by the Contracting Officer prior to award offer.
Proposed payment schedules shall be submitted with vendor’s response to the RFQ for consideration.
