Statement of Work

For Building 49 Central Animal Facility Storage

The Selected Contractor shall provide covered warehouse storage, approximately 4,000 to 5,000 square feet, of secured space within the local commuting area within 50 miles of the main NIH campus, located at 9000 Rockville Pike, Bethesda MD, 20892 to support storage of laboratory animal equipment and miscellaneous supplies. The contractor will be responsible for the movement of the equipment from the current storage location at the start of the contract. In addition, once the equipment is moved to the new storage location, the contractor will be responsible for the movement of equipment back and forth from their location to the Building 49 Central Animal Facility with an estimated of 30 rounds trips.

Delivery/Pick up services from/to the Building 49 Central Animal Facility to/from the vendor warehouse of miscellaneous equipment/racks will be required during the duration of this requirement. Hours of operation is from 7:00 am to 4:30 pm.

The vendor shall provide secure dedicated space, with ventilation, pest, and delivery/pick up services from vendor warehouse to Building 49 Central Animal Facility loading of miscellaneous equipment/racks to support the Building 49 Central Animal Facility operations. In the event of a an emergency and or disaster situations miscellaneous equipment/racks may be needed to normalize operations the vendor shall provide delivery of miscellaneous equipment/racks to the Building 49 Central Animal Facility.

Technical Requirements:

• Contiguous 4,000 – 5,000 square feet dry storage/warehouse; items for storage are not all standard pallet size, some items have footprints as large as 72”L x 32”W x 84”H

• Secured Commercial Overhead Door (accommodate a fork lift); door should be of a height to accommodate direct loading/unloading of a commercial semi-truck

• Secured facility

• Pallet Jack/fork lift

• Ventilation – Fans

• Access 7 days a week 7:00am – 4:30pm; 24/7 access is required for the warehouse for emergency situations.

• Consistent lighting at a minimum 30FC at finished floor

• Fire protection

• One electrical 120vac access point from within the secured space

Customer Support – Contractor Shall:

a. The Vendor will be required to make pick up and or deliveries as requested by the Building 49 Central

Animal Facility for a total of 30 round trips. The pickup and delivery will be at 49 Convent Drive, Bethesda MD 20892 Back loading dock.

b. Coordinate pickup and delivery of items with a minimum of 48-hour notice. Provide resolutions to customer problems and complaints with compliant response within 24 hours of notice.

c. Notify the Contracting Officer Representative (COR) listed above or designated representative of any discrepancies or damage to items in inventory within 24 hours.

Security – Contractor Shall:

a. Safeguard all Government property and materials from theft, misuse and damage.

b. Permit only allowed authorized personnel access to the equipment; maintain a daily sign-in log.

c. Provide access for annual inventory contractors.

d. Respond to reports of missing or stolen items. Take actions to manage the resolution of missing or stolen item reports, including taking actions to cause the replacement of items, if required.

e. Establish proper security measures to safeguard inventory.

UTILITIES AND SERVICES: The Contractor shall provide the following services and utilities during the period of the contract. All services will be inspected quarterly by designated COR and discrepancies reported to the Contracting Officer (CO) for correction and/or repair.

Utilities shall include:

Ventilation

Lights (minimum of 30 FC at finished floor)

Water

Electrical power for at least one 120 vac receptacle power.

Secure building

Janitorial Service

Pest Control

Fire Alarm system in accordance with NFPA Standard 101.

JANITORIAL SERVICES: The Contractor shall provide trash services for the warehouse space to facilitate crating/ uncrating of equipment at the warehouse. The Contractor shall be responsible for maintenance of all areas, in and around the secured facility. All areas shall be maintained in a clean and safe condition.
