STATEMENT OF WORK (SOW)
SHIPPING BIOLOGICAL MATERIALS AND INFECTIOUS SUBSTANCES AND DIAGNOSTIC SPECIMENS COURSE National Institutes of Health
ORS/DOHS Community Health Branch
Introduction Employees and contractors must have the proper knowledge and certification to ship infectious substances and diagnostic specimens. Currently, there is a demand at NIH to have training in proper shipping procedures presented on site. The Division of Occupational Health and Safety (DOHS), Office of Research Services (ORS), has been asked to provide a series of one-day courses to NIH employees so that they may ship infectious substances and diagnostic specimens in accordance to the Code of Federal Regulations (49 CFR) and the current Edition of the International Air Transport Association Dangerous Goods Regulations (IATA DGR).
Scope of Work The contractor will provide for DOHS, 12 tailored training classes in Shipping Infectious Substances and Diagnostic Specimens. This one-day course will provide personnel with the knowledge and certification to package and ship by air or ground transportation:
· Category A Infectious Substance
· Biological Substance, Category B
· Exempt Human Specimen
· Exempt Animal Specimen
· Genetically Modified Organisms/Microorganisms
· Dry ice
· Liquid Nitrogen in Dry Shipping Container
· Specimens on Wet Ice
The contract instructor(s) will teach a maximum of thirty participants per class. Current regulations for the transportation of Dangerous Goods as specified in the Code of Federal Regulations (49 CFR), must be covered. As most infectious substances and diagnostic specimens are shipped by air, the more restrictive air transport regulations will be the focus of the course. The course will use, as its core references, the current edition of the International Air Transport Association Dangerous Goods Regulations (IATA DGR) and 49 CFR (Transportation).
The contract instructor(s) will provide hands-on exercises involving the use of actual examples of shipping materials (vials, coolers, labels, shipper's declarations, etc.) to demonstrate actual shipping details of shipments.
The contract instructor will have attendees complete an exam, which will include the completion of shipping documentation, at the end of the course. The instructor will provide a post-exam review to discuss any questions of the regulations by the participants.
The contractor will provide DOHS with a list of attendees, who successfully completed the course as well as course evaluations no later than the five business days after the course was held. A pre-registration roster will be provided by the DOHS Training Manager. Any attendee not on the original roster must be added with the participant’s name, date of the course, NIH Institute, e-mail address and their NIH badge identification number.
The contractor is responsible to provide all course materials and transport, if needed, to classroom. The contract instructor will supply laptop for teaching purposes if necessary. A copy the most recent IATA DGR must be available during class as a reference source.
The contract instructor is responsible to setting up the room before the class; and cleaning up the room after the class, including disposition of materials.
Supplies Provided by the Government
DOHS is responsible for pre-registering participants for the course. DOHS will reserve the room where the course will be held. The room will have access to AV supplies including a projector and a projector screen (to be connected by instructor, if required). DOHS will provide a preliminary roster to the contractor no later than five business days before the scheduled course; a sign in sheet for walk-in attendees; and an updated roster on the day of class, along with course evaluation sheets.
