1.0 INTRODUCTION/OVERVIEW

NIH is interested in developing training in online eLearning format on the subject of Implicit Bias, to address the needs of grant reviewers, clinical staff, and hiring and search committee personnel.

1.1 BACKGROUND

Implicit Bias is an inevitable characteristic of human interaction and can have significant negative effects on work performance outcomes and hiring decisions. NIH is sensitive to these risks and wishes to ensure personnel are well-aware of Implicit Bias and well-prepared to make the best decisions possible.

Demand is high for foundational, practical content on the topic of unconscious bias at NIH that can be taken by users anytime, anywhere. Instructor-led sessions have been successful and in demand; a self-service version that features content that is both engaging and rigorous is now desired.

1.2 SCOPE

Design and develop 60 minutes of eLearning content that:

· Defines unconscious bias, diversity, and inclusion

· Illustrates the impacts of unconscious bias in the field of science/medicine and in the workplace

· Provides practical guidance and tools for recognizing and mitigating unconscious bias Content developed will be cross-platform compatible on most recent versions of Windows (7, 10) and iOS (10, 11) as well as on standard mobile devices such as smart phones and tablets. This is to ensure ease-of-use for both internal NIH audiences as well as external audiences involved in NIH grant review.

Audio and video media will be incorporated to meet the learning objectives.

Content will consist of four segments, each approximately 15 minutes in length:

1. One foundational module that introduces key topics.

2. Three separate modules that provide application of key concepts for three different roles.

1.3 OBJECTIVES

Upon completion of the eLearning modules, learners will be able to:

· Describe the extent and nature of implicit bias in work and everyday life.

· Describe the role of implicit bias in decision-making.

· Through simulations and scenarios, practice methods and techniques for avoiding and minimizing the effects of implicit bias in their own actions and decisions.

· Identify implicit bias in the decisions and actions of others.

2.0 REQUIREMENTS

2.1 TASKS

Phase I. PROJECT KICKOFF. During the Kick-off Phase, the following activities are conducted:

· Identify Peer Review Group, including Subject Matter Experts (SMEs) for each subject matter area. SMEs should have a background in inclusive diversity and also have expertise in their area of focus. These three areas are:

· Clinical Settings

· Hiring/Search Committees

· Grant Review

· Identify reviewers, including a primary team with full accountability and review authority; courtesy reviewers who provide feedback for the primary team to consider; and representatives of the end user audience who also provide feedback for the primary team to consider.

· Identify technical requirements for the project, including deployment platform and document sharing platform.

· Identify procedural requirements for the project, including team meetings, contact preferences, and file sharing protocols.

· Acquire all digital assets for the project, including logos/branding files and preferences, image library access, and videos.

· Acquire digital and print source content that exists in addition to the PowerPoint file already provided to consultant.

· Determine availability and bandwidth for all client team members in order to devise a project plan.

Phase II. DESIGN.

· Conduct interviews with Subject Matter Experts.

· Craft a high-level design.

· Obtain feedback from reviewers on high-level design.

· Create a “look and feel” sample for reviewers to approve.

· Provide the “look and feel” sample file to client for test deployment on chosen delivery platform. Consultants to fully test the course on the delivery platform using multiple devices.

Phase III. DEVELOPMENT

· Develop complete first draft of course; deliver via Articulate Review online platform for reviewer comment.

· Conduct online review meetings as needed for first draft.

· Develop complete second draft of course, deliver via Articulate Review online platform for reviewer comment.

· Conduct online review meetings as needed for second draft.

· Develop and deliver complete final draft of the course for client to deploy on the chosen delivery platform. Consultants to fully test entire course on platform.

2.2 DELIVERABLES

Final project deliverables: eLearning training modules on subject of Implicit Bias:

Length: Total approximately 60 mins, across the following modules:

· 15 mins: Implicit Bias – General Skills (all audiences)

· 15 mins: Special considerations: Clinical Personnel

· 15 mins: Special considerations: Grant Reviewers

· 15 mins: Special considerations: Hiring/Search Committees Note: Each learner will receive approximately 30 mins of eLearning (General Skills and relevant sub-module) Development Tool: Articulate Storyline 360 and/or Articulate Rise, SCORM (LMS) compatible Target user platforms:

· Devices: Windows PC, Apple Macintosh, Google Android, tablets and smartphones

· Browsers:

· Latest versions of Microsoft Edge, Google Chrome, Apple Safari

· HTML5 only (no Flash compatibility)

· Smartphone compatible, layout will not change

Distribution method: Learning Management System and/or hosting location for freestanding version is to be determined.

Interim Deliverables:

Phase I Deliverables

· Contact list for all reviewers and contractor personnel assigned to the project.

· Project plan with milestones and deliverables. Plan must be approved in writing by all primary client stakeholders.

· Regular progress reports delivered to client via email.

Phase II Deliverables

· High-level design document.

· “Look and Feel” sample of one lesson (approximately five to seven minutes of seat time). “Look and Feel” provides reviewers with a preview of how the final content will look (fonts, colors, graphics, menus, etc.) and how it will function (selected media and interactions).

· Regular progress reports delivered to client via email.

Phase III Deliverables

· DRAFT 1 of all online content, delivered online via secure Articulate Review platform.

· DRAFT 2 of all online content, delivered online via secure Articulate Review platform.

· Job aids or supporting documents such as checklists or resources lists, as dictated by the content. (Exact number to be determined during Phase II.)

· FINAL DRAFT of all online content, delivered to client for deployment on chosen platform.

· Regular progress reports delivered to client via email.

2.4 ASSUMPTIONS

· Deployment and delivery platform is not yet established. Consultants will work with the client’s selected eLearning delivery platform or provide guidance on selecting a platform. The platform selection must be made during Phase I of the project. Failure to select a delivery platform at Phase I may delay the project and/or result in additional cost.

· All available digital and written source content will be provided to consultants during Phase I of the project.

· Content is stable for the duration of the project; new findings or discoveries that impact the design may require scope and budget changes.

· All SMEs and reviewers will be identified during Phase I of the project. Changes to the SME or review team roster after Phase I concludes may delay the project and/or result in additional costs.

· All digital branding assets (logos, images, media) will be provided to consultant during Phase I of the project.

· Review timeframes will be included in the approved project plan. In the event reviewers do not submit their comments by the review deadline, the project schedule will be adjusted by the same amount of time.

· NIH will facilitate granting of CME credits for usage.

· Once identified and assigned to the project, Subject Matter Experts will be available to respond to Consultant inquiries within a 48-hour timeframe. If unable to respond (e.g. while on vacation), SME shall designate an alternate expert for Consultants to consult as needed during the SME’s absence.

· Revisions requested after final project closeout and approval will require a new SOW and additional cost.

· All documents submitted for review will be delivered electronically via a secure online folder tool to be determined in Phase I of the project. No scanning, printing, or mailing of review materials is included in this SOW.
