FACTS SUPPORTING A REQUEST TO ENTER INTO AN ACQUISITION USING OTHER THAN FULL AND OPEN COMPETITION – SIMPLIFIED ACQUISITION (UNDER $150,000)

Introduction: Pursuant to Federal Acquisition Regulation 13.106-3(b)(3)(i), the following data is furnished to the Contracting Officer to support the requisitioning office’s request that the items/services identified on the above-mentioned Requisition be obtained using other than full and open competition. The requisitioning office understands that a contract may not be awarded on a sole source/brand name only basis unless the Contracting Officer approves Other than Full and Open Competition.

1. Identification of the Agency: HHS/NIH/OD/DPCPSI/ORWH

2. Nature and or/Description of Action Being Approved. Sole Source

3. Description of the supplies and services required to meet the Agency’s needs and the estimated value.

ORWH is the first Public Health Service office dedicated specifically to promote women's health research within and beyond the NIH scientific community. ORWH ensures education and equality in women's health research. Because of FAES’s relationship with NIH they are a logical partner in the logistical and non-monetary program support for the development of educational materials and meeting/working group activities that are educational in nature as defined in the FAES/NIH MOU dated 2/22/2010.

e. Brand Name only: The NIH Strategic Plan for women's health requires the production of a highly interactive scientific and public partnership. Objective 6.5 of the Strategic Plan is to promote recognition and understanding of women's health among future health professionals and scientists by informing the design of curricula with up to-date research findings for use in educational materials for medical, dental, nursing, and other professional training. ORWH and FAES hope to further promote efforts to improve women's health with the offering of these courses and through biomedical and behavioral research including studying the influence of sex and gender in health and disease; better educating the community on women's health issues; and developing opportunities for the advancement of women in biomedical careers.

5. Additional Supporting Facts.

a. FAES has an MOU with NIH as well as ORWH for Educational Activities

b. FAES has the necessary relationships to offer and manage continuing educational Credits
