STATEMENT OF WORK
1. SCOPE
Contractor to provide all labor, material and equipment to provide preventive maintenance for government-owned AB Sciex API2000 mass spectrometer [S/N B4770206] for the period 22 FEB 17 through 21 FEB 18. All maintenance services shall be performed in accordance with the manufacturer’s standard commercial maintenance practices. Assurance plan scope of work & technical capabilities for complete system protection complete system protection includes the mass spec system and optional HPLC's covered under the contract.
2. PREVENTIVE MAINTENANCE
Scheduled Planned Maintenance Visits to ensure optimal performance of your mass spec instruments. Contractor shall perform Two (2) preventive maintenance inspections during the contract period. A certified factory trained service engineer shall perform service. Service shall consist of a thorough cleaning, calibration, adjusting, inspection, lubrication and testing of all equipment in accordance with the manufacturer’s latest established service procedures. All equipment shall be operationally tested in accordance with the manufacturers Preventive Maintenance procedures and checklist for the instrument being serviced at the end of the preventive maintenance inspection to assure optimum and efficient performance. No charge for planned maintenance visits.
3. REMEDIAL REPAIRS AND REPLACEMENT PARTS
Expert repair coverage for equipment problems and failures. (Includes travel, parts and labor.) Labor & Travel Fees Included. All labor and travel fees are included for repairs and scheduled planned maintenance. Covered Replacement Parts: Only original manufacturer’s parts are certified and will optimize instrument performance and reliability. Guaranteed Priority Response - Service engineer will arrive at instrument site within 2 business days from receipt of a service call.
4. SOFTWARE UPDATES/SERVICE
The contractor shall provide Software Service in accordance with the manufacturer’s latest established service procedures, to include telephone access to technical support for use of program software and trouble shooting of the operating systems, at no additional cost to the Government. Copyrighted and Proprietary Advanced Service Diagnostics - Service engineers must have full and exclusive access to instrument diagnostics software.
5. TECHNICAL EVALUATION CRITERIA
Criteria used to evaluate vendors offering to service and maintain the API 2000 mass spectrometer [S/N B4770206] are listed below:

2. User’s access to Application & Technical Support
Performance – Vendor will be evaluated based on performance, especially with providing qualified service engineers and their ability to provide technical support for the API 2000 and controlling software (Analyst v1.5). A qualified service engineer:
· Must be trained and certified to service API 2000 mass spectrometer.
· Must have access to the latest technical developments, repair procedures, instrument schematics, software application updates, and planned maintenance procedures.
· Must have access to confidential and proprietary tools that enable engineers to efficiently diagnose and service the API 2000 mass spectrometer, as well as optimize instrument performance.
User access to Application and Technical Support – Vendor will be evaluated based on the end user’s access to Application and Technical support (phone and / or email) that is relavant to the API2000.
6. PERIOD OF PERFORMANCE:
Period of Performance shall be for one-year from 22 Feb 17 thru 21 Feb 18.
7. PERSONNEL QUALIFICATIONS
Factory-trained and Certified Service Engineers. Service engineers must be current on the latest technology and techniques relavant to the API 2000. Service engineers must have full and exclusive access to latest technical developments, repair procedures, application updates and planned maintenance procedures for the API 2000.
8. PLACE OF PERFORMANCE:
Service shall be performed at the following location:

9. PAYMENT
Payment shall be made Monthly, Quarterly in arrears, or in full in advance. State preference on Purchase Order.
