Basis for Award
The Government will determine Best Value through Tradeoffs. The non-price factors are listed in order of importance and when combined are significantly more important than price.
All proposals will be given a thorough review. Vendors will be evaluated on the bidders experience in handling projects of this complexity and magnitude, their demonstrated understanding of the proposed project, as well as other qualifying criteria as outlined in the Statement of Work. Bidders are highly encouraged to review all aspects of the requirements as outline in the Statement of work and visit the Building 14 Group Cagewash Facility. Accordingly, bidders would submit a detailed technical bid containing requirements of the project as outlined in the statement of work. Based on the information provided the evaluation criteria will be as follows:
Evaluation Criteria:
1. Non-Price Factors
The minimum technical standards for this performance order are listed in order of importance below. Each one will be evaluated individually. Failure in one criterion below will lead the offeror to be considered technically unacceptable and will make the offeror unavailable for award. The contractor must be able to fulfill all requirements.
a. Technical Solution/Adherence to Statement of Objectives: 100 points total
a. Perform other maintenance services as recommended by the appropriate
Original Equipment Manufacture’s literature. (50 points)
i. Inspect all mechanical, electrical, and plumbing components of each piece of cage wash equipment. The term "inspection" used in this contract means to check and/or test for satisfactory manufacturers recommended operating condition and performance. Perform all adjustments and repairs necessary to keep each piece of cage wash equipment in continuous optimum operating condition.
ii. Inspect all tanks, chambers, manifolds, hoses, gaskets, latches, and related equipment on each Somat equipment for leaks or other malfunctions.
iii. Inspect, clean, and lubricate all motors, pumps, gear boxes, chains, pulleys and other moving parts on each piece of cage wash equipment.
b. Defects found with equipment or parts shall be written in the service reports and shall be corrected before equipment or parts are inoperable or become non-functional. Defects shall be repaired within 5 business days after discovery. (5 points)
c. Call-back Repair Services: In between scheduled inspections, if repairs are needed for the Somat equipment, the Contractor shall provide call-back repair services for the equipment listed. (10 points)
d. The Contractor shall maintain or have access to, 24-hour delivery and installation, all replacement parts and materials for the repair of each piece of cage wash equipment covered under this contract. All replacement parts and materials shall be specifically designed for the Somat equipment on which they are to be used. (10 points)
e. Building 14 Group Cagewash facilities must be entered in a specific order to maintain the animal health status of the buildings. Proper protective clothing must be worn in the areas at all times. (5 points)
f. The Contractor shall provide a report with detailed information explaining any operating parameter changes after completion of preventive maintenance service and/or any service calls. Contents of Field Service Reports shall be reviewed and discussed with an authorized person.

g. This contract also includes labor for emergency service calls between regular PM visits, emergency service shall be provided within 24 hours of notification of the problem, and call backs are also covered. (10 points)
This contract covers preventive maintenance inspections, repairs during inspections, callback repair and special projects service. All replacement parts (excluding parts and components listed) and miscellaneous hardware on each piece of cage wash equipment are covered under this contract.
