Statement of Work (SOW) Planning feasibility study to incorporate the Clinical Center’s (CC) Department of Laboratory Medicine (DLM) into Phase 1 of the National Institutes of Health (NIH) selected option of a Perioperative and Radiology addition to the CC. DLM could be housed in either new construction or renovated space or a combination of both.

Contractor: Metropolitan Architects & Planners, Inc. (MAP) Mr. Dev Duggal, President 1505 Prince Street, Suite 200 Alexandria, Virginia 22314
Original Work Request: #HCQ20230
2. Acquisition purpose and objectives:
The objective of this acquisition action is to develop plans, for three options, which would each contain approximately 47,000 net assignable square feet (NASF) for DLM’s laboratory and administrative space. Concepts are to include preliminary block plans and a building schematic section, site plan, phasing schedule and project cost.
This work action shall determine the feasibility of including DLM into the development plan, created by Metropolitan Architects and Planners (MAP), for the Periopeartive and Radiology Addition-Phase 1, which has been previously approved by NIH officials. Project planning activities to date were authorized under a DFP-IDIQ.
mailto:armstrow@ors.od.nih.gov mailto:hadleyjn@mail.nih.gov
Project Background:
The contractor (MAP) along with NIH’s Division of Facilities Planning (DFP) carried out an intensive a Space and Infrastructure Assessment of the five Clinical Center departments which did not relocate into the CC. These are the Department of Laboratory Medicine (DLM), Department of Perioperative Medicine (DPM), Department of Radiology and Imagining Services (RADIS), Department of Transfusion Medicine (DTM), and the Positron Emission Topography Department (PET). The MAP led study consisted of an evaluation and assessment phase, data collection via interviews and site visits, an analysis phase (space and infrastructure) and the development of over a dozen facility concepts.
The NIH Clinical Sub-Committee, NIH’s Facility Work Group and other NIH Senior staff reviewed and approved a proposed space list by department and conducted reviews of the concepts. Concepts evolved, they were refined and sub-options were developed, issues were raised, and pros vs. cons were discussed by NIH. During the review process, NIH requested specific approaches be studied and then these options were evaluated by NIH officials and refined by MAP. Schemes were presented to NIH and a concept option was selected.
Phase 1 of the proposed new addition is to be located on the NW corner of the CC site and shall be connected to the CRC West Lab wing, and shall be occupied by DPM and RADIS. In Phase 2, DLM was to be temporarily relocated and its vacated space was to be renovated. After which DLM was to reoccupy its current space. DLM would not be able to occupy their renovated space for approximately ten years after commencement of Phase 1.
This SOW has come about due to the concerns raised by the CC of having DLM, a vital clinical research support program, remain in poor space for the next decade. Only minor modifications can be made to the casework and other work areas but the failing infrastructure systems (heating, cooling and electrical power) cannot be addressed while DLM’s current space is occupied.
Objective The contractor (MAP) shall build upon their prior studies of this project and develop planning studies to determine the feasibility of incorporating DLM into Phase 1 of this project. MAP has a unique understanding and in-depth knowledge of the operational factors and space/relationship criteria that is essential to the departments support role to the Clinical Research program.
3. The services required to meet NIH/CC/ORF needs are as follows:
a. Project Title:
Feasibility study of incorporating DLM into Phase 1 of the selected development option by means of either new construction or renovation.
b. Project Description:
MAP shall develop feasibility studies for the following Options:
• Long Term Option 1- Cafeteria Scheme o Relocate the 2nd floor ACRF cafeteria to the ACRF’s East Terrace patio.
o Demolish the vacated space o Renovate space for new DLM labs and administrative Offices o Renovate the vacated space for DLM or other CC Departments.
o List program elements if they cannot be relocated due to a shortage of space.
• Long Term Option 2 – CRC Perioperative and Radiology Addition o Develop a plan that incorporates DLM into the proposed new addition for DPM and RADIS. Add an additional level(s) to contain DLM.
• Long Term Option 3 – CRC Perioperative, Radiology, and Laboratory Medicine Addition. Develop a feasible planning approach which adds DLM, on the first floor of the addition, adjacent to RADIS. Determine the impact to the existing site and roadways.
For all options:
• Verify infrastructure systems are addressed.
• Examine civil and structural issues.
• Evaluate options using previously established criteria and format.
• Include impacts upon existing roadways, parking, utilities and structures.
For the selected option:
• Develop conceptual cost estimate
• Develop a phasing schedule.
• Provide NIH with a model of the NW corner of the CRC/ACRF/Building
10.
4. Project Deliverables
• For each of the three Options a site plan should be prepared where appropriate or an outline of the option overlapping where it occurs within or on top of the existing structure.
• For each of the three long term options present block diagrams that convey the elements of the concept by floor level.
• Present issues, pros and cons for each approach for discussion with NIH.
• For the selected approach develop the scheme to a greater level of detail along with a project cost and schedule.
• Deliver to NIH ten copies of the study and five Auto-Cad discs.
5. Schedule Project to run for FIVE months/ 21 weeks.
• Four (4) weeks kick-off then collect/refine data, O.R .program review, DLM data update and investigate the cafeteria program.
o Initial action to complete short term (renovation) upgrade action for DLM
• Five (5) weeks develop concepts for the 3 Options.
• Six (6) weeks refine and finalize the 3 Options o NIH shall select an Option
• Five (5) weeks to finalize selected Option, in greater detail, with a cost breakdown and a project schedule.
o Submit a draft project report after 3 weeks.
• One (1) week for final presentation and to final the report.
