THIS AMENDMENT IS ISSUED TO ALL POTENTIAL OFFERORS:
The above numbered solicitation is amended as set forth below. The hour and date specified for receipt of proposals has NOT been extended. Offerors must acknowledge receipt of this amendment by identifying this amendment number and date on each copy of the offer submitted. Failure to receive your acknowledgement may result in the rejection of your offer.
Except as provided herein, all terms and conditions of the RFP remain unchanged and in full force and effect.
PURPOSE OF AMENDMENT:
To respond to questions:
Question 1. The Business Opportunities posting for NIH-NICHD-2019-08 mentions a target number of work hours (7,384), but I cannot find anything on that subject in the actual RFP. Is it addressed in the RFP and, if so, where?
Answer: Yes, please see Section L.1.d., “Estimate of Effort” (pg. 40) of solicitation.
Question 2. With the requirement to use eCPS for the submission of our proposal to your recent contract solicitation, the question arises whether this submittal should be done by the PI or the official submitter for contractor (i.e., Office of Research and Sponsored Programs, (ORSP))? We are leaning towards PI, but want to make sure that is acceptable to the
Government. In considering this question, please recognize that our ORSP will review the document before it is sent, and ORSP will be signing appropriate pages within the solicitation
Amendment 4 to RFP NIH-NICHD-2019-08, “Preclinical Medications Screening in Dependence
Models of Alcohol Use Disorder” response. So, does the Government have any issue with the PI being the one that submits it through eCPS.
Answer: No, this presents no issues, but please refer to Attachment 1 to the RFP which provides detailed information regarding establishing an account in eCPS (which can take up to 3 days) and procedures for submitting a proposal and its acceptance in the eCPS up until the date and time specified in the RFP only.
File details come from the government source that posted it.
