Photograph and Flat Art-on-Paper Conservation Services Technical Evaluation Criteria
Max. Points
1. Experience 35
Offeror must demonstrate experience using a variety of complex conservation treatments performed on a wide range of photographic formats and flat art-on-paper, including but not limited to: photographs, photograph albums, scrapbooks, posters, ephemera (including but not limited to postcards, pamphlets, and patent medicine trade cards), fine art prints, and prints representing various printmaking techniques (including but not limited to woodcuts, engravings, etchings, mezzotints, aquatints, and lithographs). Offeror must demonstrate the ability to provide reports and work in databases.
2. Past Performance 35
Offeror must have at least 5-7 years of professional photograph and flat art-on-paper conservation experience. Offeror must provide a list of institutional clients for which work has been performed. Offeror must demonstrate satisfactory work for clients of comparable size and collection complexity to the National Library of Medicine during the offeror’s professional photograph and flat art-on-paper conservation experience. Offeror must supply resume and names of 3 references.
3. Specialized Tasks 30
Offeror must provide specific examples from hands-on experience that address how tasks outlined in the Statement of Work will be performed. These tasks include: 1) advising NLM on photo preservation strategies, setting preservation priorities, storage enclosures, environmental conditions, onsite and offsite treatment options, reformatting options, and disaster recovery; 2) writing procedures for and providing hands-on training in recovering water-damaged materials; 3) recommending specific conservation supplies; 4) providing hands-on training to staff in identifying formats, care and handling, re-housing, and assessing the physical condition of items; and 5) providing condition and treatment reports using an online database.
