National Institutes of Health (NIH)

Office of Extramural Research (OER)

License to Web of ScienceSM Publication and IP Data for the

NIH Portfolio Analysis and Reporting Data Infrastructure

Statement of Work

August 21, 2018

1. Introduction

The National Institutes of Health (NIH), Office of Extramural Research (OER), requires a license to the entire Web of ScienceSM publication and Derwent IP data to support research on the long-term outcomes of NIH-funded research. The focus of this effort is to provide timely information on scholarly research and patent activities related to NIH-supported research in a data format that can be easily integrated with NIH information systems.

The Web of ScienceSM publication and Derwent IP data is a key component of the NIH

Capital Investment Fund effort led by OER to improve the portfolio analysis and reporting data infrastructure at NIH. These data will be integrated with other OER databases to provide an NIH-wide repository of NIH-funded research and related research products.

1.2 Background

The purpose of the National Institutes of Health (NIH) Portfolio Analysis and Reporting Data

Infrastructure (PARDI) is to extend the NIH administrative reporting databases—the IMPAC

II Reporting Data Base (IRDB), Scientific Publication Information Retrieval and Evaluation

System (SPIRES), Query, View, and Report (QVR), and Research Portfolio Online

Reporting Tools: Expenditures and Results (RePORTER)—with ancillary data sources to improve internal access to data on NIH research for portfolio analysis, reporting, and program evaluation and to satisfy certain reporting requirements of the NIH Reform Act of

2006 (P.L. 109-482; H.R. 6164, §402B). This effort shall build on previous work of several individual NIH institutes and centers (ICs) who have developed portfolio analysis and reporting systems—such as the electronic Scientific Portfolio Assistant (eSPA)—to create an enterprise-wide data infrastructure to support both quantitative and qualitative research on the NIH portfolio and the long-term results of NIH-funded research.

Development of the PARDI system has relied on comprehensive publication, citation, and intellectual property filings from the Web of Science publications and IP database. Moving forward, there is a need to continue to maintain the developed system and conduct analyses comparable to and replicating previous analyses performed by NIH institutes and centers using the same Web of Science databases. These comprehensive databases are needed to understand NIH’s history of funding research since 1887 and the impact of that investment as measured through publications, citation data, and intellectual property data.

1.3 Goals and Objectives

The goal of the PARDI project is create an enterprise-wide data infrastructure to support both quantitative and qualitative research on the NIH portfolio and the long-term results of

NIH-funded research since 1887, and1887 and is building on previous work by several individual NIH institutes and centers (ICs) and other OD offices that have developed portfolio analysis and reporting systems. PARDI is integrating several overlapping NIH databases as well as linking NIH administrative records to a variety of high-value external databases to enable better characterization of NIH-funded research and long-term results and impacts.

The objective here is to obtain Web of ScienceSM publication and IP data, including the linked citation data from those documents, to inform the impact of NIH-funded research since 1887.
