RFQ NO.: NIHLM2017948MM
TITLE: Drug Information Source for MedlinePlus
DATE RFP ISSUED: June 9, 2017
DATE AMENDMENT NO. 1 ISSUED: June 20, 2017
CONTACT PERSON: Maryann Meza, Contracting Officer Office of Acquisitions National Library of Medicine 6707 Democracy Blvd., Suite 105 Bethesda, MD 20892-5488
NEW PROPOSAL RECEIPT DATE: June 26, 2017, no later than 10:00 a.m., ET. via eCPS
To all Vendors: The purpose of this Amendment is to clarify the following:
1. Can the deadline for proposals be extended?
a. NLM will extend the deadline to Monday morning at 10:00am ET via eCPS. All other items remain unchanged.
2. The solicitation refers to a repository of approximately 1,000 monographs, written in both Spanish and English, and initial content file delivery 14 days after the award is made. How many new monographs and associated files do you project will need to be delivered within those first 14 days? How many monograph updates and associated files do you project will need to be delivered within those first 14 days?
a. At least 1,000 English monographs with equivalent content in Spanish and associated files must be delivered in the initial content file delivery within 14 days. This is the only requirement within the first 14 days.
b. For language regarding monograph updates, see #20 in Mandatory Content Requirements in the Statement of Work: The vendor must deliver updated monograph and mapping file content to NLM at least once a month. The response must include the vendor’s regular update schedule and a description of the content of the update and the delivery mechanism.
3. Based on current content, what is the approximate total number of monograph updates that the NLM would like to make over the next 12 months?
a. It would be difficult to provide a number since updates are dependent on many factors, including outside factors impacting health information and news.
National Institutes of Health (NIH) National Library of Medicine (NLM) Phone: 301‐496‐6546 Office of Acquisitions Fax: 301‐402‐0642 6707 Democracy Blvd., Suite 105 http://www.nih.gov Bethesda, MD 20892 http://www.nlm.nih.gov
4. Based on experience, what is the average number of new monographs and mapping files that are delivered to the NLM every month?
a. On average, we get four new monographs a month, however, it varies month to month.
There have been instances in which we have received up to ten a month and then there have been a couple months where we did not receive any new ones.
5. Could you please describe the NLMs current content review and approval process? For example, once initial drafts of monographs and related files are delivered to the NLM who within the NLM would need to review and approve the content before final sign off? In the past, on average, how many rounds of review were undergone before final sign off by the NLM
a. We do not review the content for accuracy, however, we ask for information about the vendor’s editorial and/or medical board as the authentication we require for subject expertise. Our website is for the public so we do expect the content to be written in plain language with the general public’s interests in mind.
6. Does the NLM utilize a digital content review platform that contractors must be trained on prior to use?
a. No, NLM does not utilize a digital content review platform.
7. Does the NLM (or MedLinePlus, more specifically) utilize an editorial style guide, to ensure editorial consistency across platforms? If so, could that be made available?
a. No, NLM does not utilize an editorial style guide.
8. Does the NLM (or MedLinePlus, more specifically) have specific reference annotation guidelines that must be adhered to when developing, and supporting content?
a. No, NLM does not have specific reference annotation guidelines.
