ADDITIONAL BUSINESS PROPOSAL INSTRUCTIONS
The business proposal shall be submitted as a separate volume from the technical proposal. The following information should be used to assist offerors in preparing their business proposal.
Provide estimates of cost/level of effort for the activities listed below using the information provided below and in the Statement of Work. Note that the list of activities below is provided for costing purposes and to give offerors an idea of the type and frequency of assignments during each year of the contract. The number of activities may vary from year to year depending upon the needs of the government. Also note that options may be unilaterally exercised by the Government at any time during the contract.
A. For costing purposes only, assume that the following numbers of reports will be required each year:
1) Statistical reports summarizing data analyses of NTP toxicity, special, and similar studies - 35 per year.
2) Statistical reports summarizing NTP analyses of customized combinations of tumors or non-neoplastic lesions - 15 per year.
3) Statistical reports summarizing analyses of NTP Developmental and Reproductive Toxicology studies such as Modified One-Generation, Reproductive Assessment by Continuous Breeding or Teratology studies - 8 studies per year.
4) Reports on toxicokinetic models for selected NTP chemicals - 5 per year.
5) Historical Control Reports for NTP studies - one for each of 5 study designs per year.
6) Reports describing the statistical methods used and providing the data analysis results for individual NTP or DIR projects, as specified by the COR - 6 per year.
7) Reports for data analyses of NTP and DIR human studies which may be based on primary data collected by the Clinical Research Unit and/or secondary data such as NHANES (National Health and Nutrition Examination Survey) datasets – 7 per year.
8) User-friendly software and documentation implementing data analysis methods developed by NIEHS statisticians or required by NIEHS researchers – 2 per year.
9) Investigation of, and report on, an issue involving Tox21 data, for example, as a simulation study comparing three analytic methods – 1 per year.
B. For costing purposes only, assume the following travel is required each year:
1) Two persons to attend the annual Joint Statistical Meetings located at ** for two nights. (**assume
Research Triangle Park is the location)
2) One person to attend the annual Society of Toxicology Meetings located at ** for two nights. (assume
Washington, DC is the location
For activities A and B above, use the chart on the following page as a guide to determine the total estimated cost for the Base year and each Option year. Offerors shall specify the labor category, level of effort, and loaded hourly rate for all proposed positions. This contract will require several full time personnel to provide professional support in the following labor categories: (1) Data Specialist, (2) Junior Functional Analyst, and (3) Functional Analyst.
Therefore, the full time effort in each of these labor categories will be fixed price in the resultant contract and offerors should propose these labor categories as fixed price. Contractors will be expected to provide their own software. Choice of software will be at the contractor’s discretion. However, the NTP does require use of SAS software and this should be included in proposed computer software costs. All computer software costs will also be fixed price. Offerors should submit a costing spreadsheet identical or similar to the charts outlined below for each year of the contract, and a single cost spreadsheet which summarizes the total for the entire 5-year contract.
The following provision applies to this solicitation: FAR 52.216-31 Time-and-Materials/Labor-Hour Proposal Requirements—Commercial Item Acquisition:
Time-and-Materials/Labor-Hour Proposal Requirements—Commercial Item Acquisition (Feb 2007)
(a) The Government contemplates award of a Time-and-Materials or Labor-Hour type of contract resulting from this solicitation.
(b) The offeror must specify fixed hourly rates in its offer that include wages, overhead, general and administrative expenses, and profit. The offeror must specify whether the fixed hourly rate for each labor category applies to labor performed by—
(1) The offeror;
(2) Subcontractors; and/or
