STATEMENT OF WORK (SOW)

1. GENERAL INFORMATION

1.1 Title of Project:

National Institute of Mental Health (NIMH) Saturday Science Academy scientific training services for Washington DC, MD, and VA public and charter schools

1.2 Statement of Need and Purpose:

The NIMH funding of the FY 2018 “Adopt-a-School” Program aims to aid selected students in acquiring basic laboratory techniques, learning data acquisition and organization skills, understanding methods of data analysis and interpretation, and developing writing skills to generate research conclusions. The Saturday Science Academy was designed to provide background information and hands-on experience to stimulate students’ interest in science. Every

Saturday of the program, students arrive at the Bio-Trac training facility on the NIH campus for lecture and hands-on laboratory sessions. The program allows the students to acquire basic scientific techniques which aim to reinforce the education goals set by Washington, DC, MD and

VA public and charter schools. It is hoped that the program will lead to participants' increased interest in science and biomedical research. This partnership agreement aims to meet major objectives described below:

- Develop participants' awareness of careers in the biomedical field;

- Support and increase minority participants in science careers; and

- Enhance participants' level of scientific literacy.

1.3 Background Information and Objective:

This Statement of Work sets forth the terms and conditions for the National Institute of Mental

Health (NIMH) to engage the services of the Contractor to provide a scientific training program for students in the Washington DC Metro area.

The Foundation for Advanced Education in the Sciences, Inc. has been providing these services since 1995 pursuant to the Adopt-a-School Program which is authorized by the Public Health

Service Act of 1991. The program has existed for several years with a different group of students every year. The goal of the program is to expose a large, diverse group of students to scientific research.

1.4 Period of Performance:

The period of performance shall be for a base period of 12-month with four (4) optional successive 12-month option periods.

1.5 Place of Performance:

The principal place of performance for which training shall occur is in the Mary Woodward Lasker

Center, Building 60 on the NIH Bethesda Campus.

2. SCOPE OF WORK

2.1 General Requirements:

Training for the students shall be provided by the the Contractor training department. The training will be held at the NIH on Saturdays. The training will be held from 9am through 12pm on 9 Saturdays in the Mary Woodard Lasker Center, Building 60 on the NIH Campus in

Bethesda, MD. The Contractor shall provide laboratory space and overall program coordination and administration.

Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government as needed to perform the Statement of Work below:

2.2 Specific Requirements:

2.2.1 In order to meet the above-stated objectives, the contractor shall provide:

a. Pre-planning activities prior to the first class, including but not limited to, developing lesson plans; setting up room/facilities; purchasing equipment, books, lab coats, and other related supplies; and finalizing any administrative issues that may arise;

b. 9 Saturday sessions for 20 participants;

c. 27 contact hours per participant;

d. One-hour lecture instruction per session;

e. Two hours of lab instruction per session;

f. Binders, handouts, and lab protocols;

g. Disposable lab material/equipment;

h. Lab space and usage;

i. Program evaluation forms to be completed by student participants and coordinators; and

j. Report on the program effectiveness from the school graduates.

2.2.2 In order to meet the above-stated objectives, selected schools shall work with the Contractor to:

a. Select student participants;

b. Assign a teacher to serve as the Adopt-a-School Coordinator;

c. Provide feedback to NIMH Adopt-a-School Coordinator concerning the effectiveness of the program;

d. Require student participants to keep a detailed and bound lab book of all experiments and activities;

e. Require student participants to complete program evaluation form upon completion of the training; and

f. Perform follow up activities with trainees after graduation to report the long-term program effectiveness.

3. GOVERNMENT RESPONSIBILITIES

The Government shall:

- Provide funding for the scientific training, lab usage, lab coats and other needed lab materials;

- Assign an employee (Project Officer/COR) to serve as the NIMH Adopt-a-School Coordinator; and

- Provide long term program effectiveness to NIMH Director/Manager.

4. DELIVERY OR DELIVERABLES

The Contractor shall provide training as required in this SOW.

The Contractor shall assure that selected schools perform as required in this SOW Scope of Work.

Graduation of selected students and delivery of certificates of completion the end of June each year.

5. REPORTING REQUIREMENTS

The NIMH Saturday Science Academy report by the end of June each year including following-up on previous years’ graduates in terms of their scientific accomplishments and career.

5.1 Description of Tasks and Associated Deliverables:

Timely carrying out the required tasks (providing classes, labs, training, graduation, certificate of completion …) and submission of final program report is essential to successful completing this requirement by the end of June each year. All deliverables shall be prepared and submitted in accordance to section 508 to the format, content, and schedule described in the attachment and

SOW. All “hard copy” deliverables will be submitted on recycled-content paper and printed double-sided.

5.2 Reporting Requirements:

The Contractor is required to provide written a report to NIMH Adopt-a-School Coordinator concerning the effectiveness of the program (see above). An original and two copies are required.

The report shall cover the result of student participants program evaluation, follow up with prior years’ graduates, lessons learned and recommendations for NIMH FY17 Adopt-a-School

Program. The final report is due by the end of June each year.

6. OTHER CONSIDERATIONS

6.1 Travel: No travel shall be reimbursed.

6.2 Key Personnel:

a. The key personnel specified in this contract are considered to be essential to work performance. At least 30 days prior to diverting any of the specified individuals to other programs or contracts (or as soon as possible, if an individual must be replaced, for example, as a result of leaving the employ of the Contractor), the Contractor shall notify the

Contracting Officer and shall submit comprehensive justification for the diversion or replacement request (including proposed substitutions for key personnel) to permit evaluation by the Government of the impact on performance under this contract. The

Contractor shall not divert or otherwise replace any key personnel without the written consent of the Contracting Officer. The Government may modify the contract to add or delete key personnel at the request of the Contractor or Government.

b. The following individual(s) is/are considered to be essential to the work being performed hereunder:

6.3 Information System Security Plan: Not applicable

6.5 Section 508 – Electronic And Information Technology Standards:

Pursuant to Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d), as amended by the Workforce Investment Act of 1998, all electronic and information technology (EIT) products and services developed, acquired, maintained, or used under this contract/order must comply with the "Electronic and Information Technology Accessibility Provisions" set forth by the Architectural and Transportation Barriers Compliance Board (also referred to as the

"Access Board") in 36 CFR part 1194. Information about Section 508 provisions is available at http://www.section508.gov/. The complete text of Section 508 Final provisions can be accessed at http://www.access-board.gov/guidelines-and-standards.

Publications and Publicity: In addition to the requirements set forth in HHSAR Clause 352.227-70, Publications and Publicity incorporated in this contract, the Contractor shall acknowledge the support of the National Institutes of Health whenever publicizing the work under this contract in any media by including an acknowledgment substantially as follows:

“This project has been funded in whole or in part with Federal funds from the _______________

6.6 Confidentiality of Information: Not applicable
