2. Project Description.
a. Project Title. Acqusition of four BMG PHERAstar FSX multimodal microplate readers
b. Description of the Item or Service.
NCATS seeks to purchase four BMG PHERAstar FSX multimodal plate readers for integration on a variety of fully automated robotic platforms. The robotic systems currently feature key elements for an automated screen (reagent dispenser, incubators, pintool, and robotic arms), but lack a PHERAstar plate reader. NCATS previously acquired three PHERAstar plate readers for offline laboratory use and having additional readers to be integrated onto automated robotic platforms are necessary such that there is continuity for scientific experiments which have been validated on an offline instrument. The addition of the PHERAstar plate readers will make it possible for assays to be run in a fully automated fashion which is critical towards NCATS achieving its scientific mission.
The PHERAstar FSX multimodal plate readers are commercially available items that are customized with options to fit the specific laboratory needs. Each of the four specific units required will include features and options as listed below:

3. Market Research Market Research was conducted in accordance with FAR Part 10. A small business sources sought notice was published on FBO on March 9, 2018, advertising the detailed specifications required in this acquisition. No capability statements demonstrated an ability to meet the stated requirements. In addition, the requiring activity has tested other plate readers and has determined that they do not provide acceptable performance.
4. Acquisition Type.
This acquisition exceeds $150,000 and is not expected to exceed $7 million, and is conducted in accordance with FAR Subpart 13.5—Simplified Procedures for Certain Commercial Items.
5. Acquisition Authority. This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b)(2). Soliciting from a single source, for purchases exceeding the simplified acquisition threshold, must be justified in writing and approved at the levels specified at FAR 13.501(a)(2).
6. Justification Rationale.
Only one source is available:
I hereby determine that the PHERAstar FSX plate readers listed herein are available from only one source, and competition is precluded for the reasons indicated below.
There are no substitutes available, as indicated by the market research above.
The acquisition is for a multimodal plate reader that offers the most advanced features that are compatible to NCATS current robotic system. Once integrated onto RNAi’s robotic system, the PHERAstar FSX will be able to read plates using many assay technologies including fluorescence intensity (FI), fluorescence polarization (FP), alpha screen, luminescence, absorbance and time resolved fluorescence (TRF), and can be configured with injectors which can inject and read at the point of measurement.
In order to comply with current results and protocols generated by the use of our current PHERAstar equipment, only one brand of microplate reader can be chosen. Use of an alternate device would, at a minimum, increase the cost and cause delay while it was validated to preserve the integrity of the protocols in use, with significant potential for invalidating results within the constant stream of screens passing though the automated robotic facility.
This acquisition is restricted to BMG Labtech, as they are the only vendors of the PHERAstar reader.
The estimated cost of the required item is $678,412.00, and is required to be delivered within 6 to 7 weeks ARO.
