2. Project Description.
a. Project Title. Acqusition of a CLARIOstar multimodal microplate reader.
b. Description of the Item or Service.
NCATS’ Therapeutics for Rare and Neglected Diseases (TRND) Biology Lab seeks to purchase a BMG CLARIOstar multimodal plate reader for integration on a fully automated robotic platform. The robotic system currently features key elements for an automated screen (reagent dispenser, incubators, pintool, and robotic arms), but lacks a plate reader. The addition of the CLARIOstar plate reader will make it possible for assays to be run in a fully automated highly sensitive fashion which is critical towards NCATS achieving its scientific mission.
The CLARIOstar multimodal plate reader is a commercially available item that is customized with options to fit the specific laboratory needs. The unit required will be as follows:

3. Market Research (see FAR Part 1 0).
Market Research was conducted in accordance with FAR Part 10. A small business sources sought notice was published on FBO on March 9, 2018, advertising the detailed specifications required in this acquisition. No capability statements demonstrated an ability to meet the stated requirements. In addition, the requiring activity has tested other plate readers and has determined that they do not provide acceptable performance.
4. Acquisition Type.
This acquisition exceeds $3,500 and not expected to exceed $150,000, and conducted in accordance with FAR Part 13—Simplified Acquisition Procedures.
5. Acquisition Authority. This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1 (b) Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, or industrial mobilization).
6. Justification Rationale.
Only one source is available:
I hereby determine that the CLARIOstar plate reader listed herein is available from only one source, and competition is precluded for the reasons indicated below. There are no substitutes available, as indicated by the market research above.
In order to comply with current results and protocols generated by the equipment currently in use, only one brand of microplate reader can be chosen. Use of an alternate device would increase the cost and cause delay while it was validated to preserve the integrity of the protocols in use, with significant potential for invalidating results within the cocnstant stream of screens passing through the automated robotic facility.
This acquisition is restricted to BMG Labtech, as they are the only vendors of the CLARIOstar reader.
The estimated cost of the required item is $75,687.50 and is required to be delivered within 6 to 7 weeks ARO
