2. Project Description.

a. Name of Item or Project Title. Cytokines for culturing stem cells

b. Description of the Item or Service.

Purchase of various cytokines required to maintain hematopoietic stem cells (HSC’s) in culture. This research aims to further develop the in-vitro model of how HSCs age.

Peprotech products have been used in previous publications, and it is essential that the reagents for cell culture remain the same in order to obtain consistent results.

3. Market Research (see FAR Part 1 0).

Market Research was conducted and the results of market research are detailed in the attached market research document.

4. Acquisition Type.

This acquisition exceeds $3,500 and not expected to exceed $150,000, and conducted in accordance with FAR Part 13—Simplified Acquisition Procedures.

5. Acquisition Authority. This acquisition is conducted under the authority of the Federal

Acquisition Regulations (FAR) Subpart 13.106-1 (b) Soliciting from a single source. (1)

For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances mailto:mattisonj@mail.nih.gov of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, or industrial mobilization).

6. Justification Rationale.

Brand-name or Items peculiar to one manufacturer:

The essential characteristics of these cytokines that limit the availability to a sole source are that these reagents have been used since the commencement of the project. Only this suggested source can furnish the requirements, to the exclusion of other sources, because continuous use of the same lots of them are required for successful completion of the projects that are ongoing.

7. Any other facts supporting the justification. Initial projects in the Dr. Isabel Beerman’s lab (Project officer) would be a continuation of her postdoctoral research aims which has been carried out for over 7 years. Keeping the reagents like cytokines especially for key cell culture experiments is of utmost importance to maintain the consistency and reproducibility of the ongoing part of the projects.

These reagents have been used since the commencement of the project and continuous use of the same lots of them are required for successful completion of the projects that are ongoing.
