Provide a brief statement as to whether or not there are future plans to acquire the same type of supplies or services, e.g., further extensions or renewals by competitive or other means.
If subsequent acquisitions are anticipated, cite actions taken, or anticipated, to avoid continued limitation of sources for the requirement in the future and a schedule for accomplishing those actions. (NOTE: This may involve recompeting a successor requirement at a logical juncture in the phasing of the project or “breaking out” segments of the requirement to facilitate competition, where feasible.)
If no actions have been or will be undertaken to overcome barriers to competition for future acquisitions, so indicate and provide an explanation.
(1)Describe the extent and the results of the market research. List all the sources identified.
(2) Provide the timeframe the market research was completed and who compiled the data. (Research must be meaningful and have been conducted within the previous 12 months)
(3) List any contractors, other than the suggested contractor, that were contacted and the results of that communication or other market research performed. If other contractors were not contacted or other market research was not conducted, provide an explanation.
If the justification is based on an urgent and compelling need, indicate (using data, estimated cost, or other rationale) the extent and nature of the harm that the sponsoring organization would incur and/or the unacceptable delays that would occur.
[NOTE: The length of an order awarded under these circumstances cannot exceed one year unless approved by the Head of the Contracting Activity (HCA).]

summarize justification rationale used: Access to ToxPlanet an online subscription, previously ExPub was solicited as brand-name only.
Project Title: ToxPlanet Online Subscription Access
Suggested Contractor: Timberlake Ventures
The total estimated dollar value: 39,770.00
Period of Performance: 9/16/2017-12/15/2022
Description of Requirement: This justification is for the issuance of brand-name purchase order for online subscription access to ToxPlanet. ToxPlanet comprises a collection of discipline-focused products, sold separately or as a single, comprehensive resource. Covering areas that include hazardous chemicals, substance regulations, reproductive risks and pharmaceutical data, subscription includes ToxPlanet’s unique search interface which offers one-search access to millions of documents and material data safety sheets, hundreds of regulatory and advisory lists, and other substance-specific content. The Health & Safety Branch (HSB) requires access to acute exposure, hazard response, and human toxicity data on chemicals used by NIEHS researcher staff. This requirement is in support for Cellular Molecular Pathology Branch (CMPB), Laser Microdissection core laboratory to the Division National Toxicology Program (DNTP) and DIR investigators.
FAR 13:
106-1(b)(1): Yes
a) An urgent and compelling need exists: Off
b) Only one source: Off
Logical follow-on to an original Federal Supply Schedule: Off
Reason for Authority Cited: As part of DNTP’s chemical assessment program and toxicology studies, researchers need to compile a comprehensive profile of what is already known about a nominated chemical. The type of information sought encompasses biochemical, physiological, reproductive and toxicological effects; regulatory activities both in the US and Europe, TSCA testing submissions, and chemical hazard data in the workplace, among others. Without access to ToxPlanet, the process would require independently searching multiple different databases and websites for each chemical of interest, a time consuming process. ToxPlanet brings together in one interface an entire universe of chemical hazard and other information, saving professionals valuable research time by providing: one-stop access to continuously-updated professional-grade content otherwise only available in multiple locations; the ability to log in from anywhere—including tablets and smart phones; a tabbed interface that allows fast and easy navigation. ToxPlanet’s enormous collection makes it easy to discover unknown content from hundreds of International sources. ToxPlanet eliminates the issue of poorly indexed content on source sites and makes the content available. ToxPlanet updates data daily, making it the go-to resource for critical information. With newly published reports, up-to-date advisory and regulatory lists, and thousands of links to full text.
Actions to Increase Competition: As required by FAR Subpart 5.2 and supplemented by FAR Subpart 12.603, this contract action will be publicized through the Government Point of Entry (GPE) Federal Business Opportunities to solicit and allow quotations from as many potential sources as practicable.
Market Research: Through web searches and attending trade shows, three providers of chemical/toxicology information portals were identified. ToxPlanet was compared against two other similar products - echemPortal (free) and TOMES Plus (subscription). Compared to the other two options, ToxPlanet meets all the requirements. eChemPortal only has 29 sources (not RTECS), the content does not reside in the database so it is not indexed to facilitate retrieving relevant search results, and the results provided is a link to the content on the original source webpage. If that webpage is down, a user has no way of retrieving the content. eChemPortal is not a practical alternative for the needs of DNTP and HSB. TOMES Plus is a subscription-based portal composed of both free and licensed resources (including RTECS). Unfortunately, some content is integrated in their system and indexed, while an additional 50 sources of web content are not integrated (like eChemPortal). As a result, a user is not searching a fully indexed content portal.
