STATEMENT OF WORK (SOW)

NIEHS FIRE EXTINGUISHER MAINTENANCE AND SERVICE

1.0 BACKGROUND: The National Institute of Environmental Health Sciences (NIEHS), located in the Research Triangle Park, North Carolina, is one (1) of the 27 Institutes and Centers composing the National Institutes of Health. The NIEHS as its primary function:

conducts, fosters and coordinates research on the biological effects of chemical substances and physical factors present in the environment. The services provided under this solicitation will assist the Health and Safety Branch (HSB) which is part of the Office of Management (OM). The HSB is responsible for health and safety programs and protecting personal property at the NIEHS. Among those safety programs is fire protection.

2.0 TASKS AND DELIVERABLES: The Contractor shall conduct annual maintenance procedures and external visual examination of all fire extinguishers at NIEHS in accordance with National Fire Protection Association (NFPA) 10, Portable Fire Extinguishers. The inspection will determine if a 6-year interval examination or hydrostatic test is due. There are approximately 700 fire extinguishers presently being used at the Institute. A list of the types of extinguishers is included as an appendix A.

NIEHS currently uses the TISCOR InspectNTrack Bar Code Data Collection System, however the contractor may use a comparable database meeting the requirements of this Statement of Work. The system allows NIEHS and the vendor to electronically record equipment locations, inspections and maintenance activities while lessening time spent creating handwritten or typed inspection reports. The Contractor shall inspect, perform maintenance and service NIEHS’ fire extinguishers as described herein. NIEHS personnel will audit work conducted at the NIEHS worksite and the offeror’s workplace (shop).

Parts/Repairs: Before parts on a fire extinguisher can be replaced or changed they must be one of the following: broken, non-functioning, or required for compliance. Fire extinguisher maintenance and repairs shall be made with manufacturer approved parts. All defective parts are to be returned to NIEHS.

Fire Extinguishers: Fire extinguishers removed from service for maintenance or recharge shall be replaced by a fire extinguisher suitable for the type of hazard being protected and of at least equal rating. The Contractor shall notify the Project Officer 24 hours in advance of each scheduled inspection or service inspection. Each time the Contractor is on the NIEHS campus, he shall check in with the Project Officer or Alternate Project Officer prior to beginning work.

2.1 ANNUAL FIRE EXTINGUISHER MAINTENANCE
