The National Institutes of Health, National Institute of Child Health and Development intends to award a purchase order to Illumina, Inc. to procure NovaSeq X Series 10B Reagent Kits (100 Cycle). The reagents are needed to sequence 140 individuals as part of a research program analyzing germline and tumor DNA and RNA to determine the genetic mutation responsible for familial carcinoid tumor. Illumina is identified as the only vendor that can provide the NovaSeq X Series 10B Reagent Kits. Responses to the notice should include unit pricing, shipping costs, delivery timelines of no more than 60 days from award, and company registration information. Responses are due by August 23, 2023. The contract would be conducted under simplified acquisition procedures with a value not exceeding $250,000 and would be exempt from full and open competition requirements.

OPEN COMPETITION. The National Institutes of Health, National Institute of Child Health and Development (NICHD), in support of the work of the National Institute of Diabetes, Digestive, and Kidney Disease (NIDDK), intends to award a purchase order without providing for full and open competition (Including brand-name) to Illumina, Inc. to procure NovaSeq X Series 10B Reagent Kit (100 Cycle).
NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE
The intended procurement is classified under NAICS code 325414 with a Size Standard 1250.
REGULATORY AUTHORITY
The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Regulation (FAR) Circular (FAC) 2023-04 effective 06/02/2023. This acquisition is conducted under the procedures as prescribed in FAR subpart 13-Simplified Acquisition Procedures at an amount not exceeding the simplified acquisition threshold ($250,000) and FAR Subpart 12- Acquisition of Commercial Items.
STATUTORY AUTHORITY
This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13—Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Place of Performance National Institutes of Health 9000 Rockville Pike Bethesda MD 20892 United States
DESCRIPTION OF REQUIREMENT
The present protocol, The Natural History of Familial Carcinoid Tumor, involves the analysis of both germline and tumor DNA and RNA. Recent advances in next generation sequencing technologies offer genome-wide analysis with relatively low cost. A main goal of the research program is to determine the genetic mutation responsible for the disease. A major approach is to sequence affected family members in search of a common genetic mutation that is also not present in unaffected family members. This sequence information may also be used in linkage analysis of the affected family.
REQUIRED FEATURES AND SPECIFICATIONS
This requirement is to procure NMovaSeq X Series 10B Reagent Kits (100 Cycle).
Reagents for whole genome sequencing needed to sequence 140 individuals.
NovaSeq X Series 10B Reagent Kit (100 Cycle) This reagent kit provides one NovaSeq X Series 10B flow cell (with 8- lanes) and reagent consumables to support a single flow cell 100 cycles run on the NovaSeq X and NovaSeq X Plus systems.
These reagent kits are sole source because they can only be used on the NovaSeq X series sequencer manufactured by Illumina
TASK AREAS
Task Area 1 – Delivery Timelines – Contractor shall deliver the described supplies no later than 60-days after receipt of award.
Task Area 2 Shipping- The contractor shall ship equipment to National Institutes of Health, NIDDK, 9000 Rockville Pike, Maryland 20892.
