NICHD-22-138—Procurement of Courier Services for NIDDK
COMBINED SYNOPSIS - SOLICITATION QUESTIONS AND ANSWERS
1. Are all the deliveries on demand?
No. There is a daily route of pickups and deliveries on the NIH campus and off the NIH campus. There are times, however, where requests to provide courier services are received (for example, to transport a time-sensitive document to a location on campus, to transport a laptop from Democracy 2 to a building on campus, etc.). In this case, the COR will contact the courier to let the courier know what needs to be done.
2. How often do you have boxes and what are the sizes, so we know what size vehicle we need to send?
Most items being transported and delivered are standard sized letter and legal envelopes, scientific journals and information on upcoming conferences, for example. Boxes are standard sized (for example, a box size comparable to what 10 reams of paper comes in), but are different shapes and sizes. Couriers will not be expected to transport a box weighing more than 50 lbs. Boxes will fit in a standard sized car.
3. Based on your document most daily deliveries are within 3 to 4 locations (Democracy Blvd., Rockledge Dr, East Jefferson St., and the mail NIH 9000 Rockville pike) is this correct?

4. Usually, Government bidding has a price sheet form, since there was none, should we provide a quote on our own layout?
Please provide a quote to best represent your company, the services and cost.
5. Could you also be more specific on (Service the combined federal campaign material and deposit) do you mean bank deposit, FYI we are doing that for our bank client already?
To clarify, we were not referring to the courier making bank deposits. Often during our Combined Federal Campaign posters are distributed to leads in buildings that NIDDK staff occupy. An example of how the courier would support the CFC efforts includes picking up posters at a central NIDDK location and perhaps dropping a set number off to staff POCs in building occupied by NIDDK.

No.
15. How many drivers currently providing the service?
One courier each day is needed. There is no need for multiple couriers each day.
16. Can you please confirm that this solicitation is set aside for small business or 8(a)?
Yes, it’s a small disadvantaged business set aside.
17. Do you require DOT-certified drivers?
No. The driver must have a valid state license, be covered by insurance.
18. Is there an incumbent for this requirement and, if so, under which contract and order number do they perform?
Yes. Bridgeway Professionals, Inc.; HHSN275201701012P; contract ends Sept 26, 2022.
19. Who is the incumbent contractor?
See above. Current contract is a BASE plus 4 - 1 year option periods. We are currently in Option Yr 4.
20. What was the previous award amount?
Base year and all 4 option years were $40,800 annually for a total of $204,000 for the life of the contract.
21. Is this a new requirement?
No.
22. Will there be any specimen transports?
If needed, yes.
23. If so how many coolers will be needed?
We will provide a light weight cooler and either crushed, wet ice OR dry ice, depending on what the reagent or sample requires. The container will already be packed by the clinical or research lab—only transport and delivery of the cooler and its contents is required.
24. Will there be a cooler rotation system, will we need to provide the coolers?
No. If a lab sample or lab product must be transported between research or clinical labs, we will provide the cooler containing the sample and packed with wet crushed ice or dry ice.
25. Will there be any Stat’s?
No statistics need be reported re: # of pick-ups/deliveries. However, courier is expected to keep daily record of route stops, special deliveries or requests and be accessible by email, phone and text if a special or urgent request is made.
26. What kind of vehicles are being used?
The company/courier is expected to provide the vehicle. Standard car should suffice.
27. What date will the new company be taking over the contract?
September 27, 2022.
28. Is there any way you can give me a list of addresses for the locations so we will be able to route them to give you a better quote?
Yes. See attached list of expected routes.
29. Can you give me a number of times they will be going back and forth between the locations?
These details are outlined on the attached document.
30. If you are unable to give me locations addresses can you give me a mile radius?
See attached document, which contains this information.
