There are two nitrogen tanks: one 6000 gallon & one 3000 gallon, as described in Task Area 1, both government owned.

Can you please provide us with the current contract number of this work, and if this is a new requirement/configuration -- the contract number for the previous Liquid Nitrogen requirement

Please Note the Navy is in the Process of Sole Sourcing a large Liquid Nitrogen Requirement at the Naval Research Laboratory (NRL) is the District of Columbia (The RAS/Air Products Team)

Noted (not a question)

I’m reviewing the solicitation NICHD-21-232, specifically for volume, purity specifications and truck access information. This information will have a significant impact on our ability to bid so we need a few more details. Could you give the monthly expected volume, purity specifications and routing plan for a tanker to the two tanks?

Monthly volume estimated 10,000 CCF (approximately 8,000 CCF in the 6000 gallon tank, and 2,000 CCF in the 3000 gallon tank, per month). Usage occurs at a fairly constant rate.

Annual usage estimate is 115,000 CCF

Purity:

Nitrogen >= 99.998% Oxygen <= 5 ppm Carbon Monoxide <= 10 ppm Water <= 5 ppm

Routing plan suggested to the tanks:

The NIH map can be seen at this website https://ors.od.nih.gov/maps/Pages/NIH-Visitor- Map.aspx Enter NIH through the Commercial Vehicle Inspection Facility (CVIF bldg # 67), then take Wilson Dr west, Center Dr south, South Dr west, and then Memorial Dr north. Generally, the delivery truck temporarily blocks the northbound lane of Memorial Dr. The filling station is located on the east side of Memorial Dr, outside of bldg 5.

However, we are requesting and seeking the following addition data/info to enable us to accurately quote the opportunity.

Past “USAGE” History:

what is the expected Monthly volume?

And what is the Annual usage?

Monthly volume estimated 10,000 CCF (approximately 8,000 CCF in the 6000 gallon tank, and 2,000 CCF in the 3000 gallon tank, per month). Usage occurs at a fairly constant rate.

Annual usage estimate is 115,000 CCF

What is the bulk “LN2” Spec “PURITY” requirement?

Purity:

Nitrogen >= 99.998% Oxygen <= 5 ppm Carbon Monoxide <= 10 ppm Water <= 5 ppm

Any delivery RESTRICTIONS? There are not any day or time of day restrictions on delivery. In the past, the provider has often delivered outside of business hours or on weekends, for their own convenience to avoid traffic.

The delivery does have to enter the main Bethesda campus of NIH, as discussed in this website https://www.nih.gov/about-nih/visitor-information/campus-access-security The Commercial Vehicle Inspection Facility is open 24/7, and the delivery driver will need a government-issued ID that meets the requirements discussed in the website.
