PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS
DESCRIPTION OF REQUIREMENT
The mission of the National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) is to conduct and support medical research and research training and to disseminate science-based information on diabetes and other endocrine and metabolic diseases; digestive diseases, nutritional disorders, and obesity; and kidney, urologic, and hematologic diseases, to improve people’s health and quality of life.
NIDDK studies metabolic pathways of nitrite and nitrate, precursors of nitric oxide, in mammalian tissues. We are using ozone chemiluminescence method to analyze the amount of nitrate and nitrite in human and animal tissues and cells. The current working instruments that we are using over 20 years are old and since their production ceased several years ago, replacement parts for servicing them are hard to impossible to find. Also, their software requires Windows XP, which is a problem with current NIH requirements.
Determination of nitrate and nitrite in our sample is crucial for our mission to elucidate nitric oxide reductive pathways in humans, so we are in need to replace our current outdated instrumentation by a new instrument. In addition, current instrument requires manual operation only, which is a substantial limitation for large number of samples we need to analyze – hundreds to thousand per study.
REQUIRED FEATURES AND SPECIFICATIONS
The NOx Analyzer with Insight Autosampler is required for the determination of nitrate and nitrite in samples to elucidate nitric oxide reductive pathways in humans by the lab. The features of this equipment include:
Sensitivity in sub nanomolar range of NO for both nitrite and nitrate sources Separation of nitrate and nitrite in the sample and their analysis in one run, not in two separate measurements to assure that ratio of both ions is measured with higher precision.
Autosampler for large number of samples Compatibility of software with NIH regulations and IT safety requirements
TASK AREAS
Task Area 1 Delivery Timelines – Contractor shall deliver the equipment within 2 - 3 months upon awarded PO.
Task Area 2 Shipping Instructions – Contractor shall deliver the equipment to: (provided at time of award)
Task Area 3 Installation/Training Requirements – Contractor shall provide installation services for the equipment delivered to and installed (provided at time of award). Training shall consist of an initial training happening after installation, 1 day of training, up to 5 users to train.
Task Area 4 Software Requirements – Contractor shall provide a software data system with a module for an autosampler license.
Task Area 5 Preventative Maintenance (PM) – Contractor shall provide a complete PM parts set will be sent to the customer at the beginning of the initial PM agreement. PM parts can be installed by the customer or by Contractor personnel as necessary.
Contractor shall provide a PM visit to be scheduled each year (to be determined by PO). Scheduled to occur between 6 to 12 months after the effective date of the plan.
CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION
(INCLUDING BRAND- NAME) DETERMINATION
The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted as prescribed in FAR Part 10—Market Research. Only one source is available: Per FAR 13.106-1(b)(1) the Contracting Officer has determined that Amuza, Inc is the only vendor that can provide the EICOM NOx Analyzer with Insight Autosampler.
Purchase of EICOM NOx analyzer and Insight Autosampler from Amuza Inc. will assure that all our samples will continue to be collected with outstanding precision and in much more realistic time than now. This will also allow us to start/participate in many more studies than now, because of part of our work will be done faster.
