# Question Answer
Generally, what types of 'users' comprise the '500 concurrent users and for 600 named users' as mentioned in the SOW. Are they mostly attorneys? Scientists? Administrative Personnel?

The SOW mentions 'as many as 20 users roles' could you give us a sample of the roles and permission / features desired?

Does NIH have a Document Management System? If so what is it?
NIH has multiple document management systems.
Roughly how many physical locations will this application be accessed from?
At least 30 locations on or near the NIH campus, and remotely throughout the country.
Will inactive cases / records / licenses / agreements be imported and if so how many?
Yes, data migrations will include inactive data.
Of the 10 legacy systems imported, will data be exported in a standard format such as CSV, XML etc...
NIH expects the vendor to provide a target format for legacy data.
Legacy system owners will be responsible for delivering their legacy data in the desired format. NIH expects the selected vendor to perform the import of legacy data once it has been delivered in the specified format. Vendors should propose plans for accomodating de‐duplication and cleanup of data as part of their data import activities.
Of the 10 legacy systems, will NIH provide a single import file or will the contractor be responsible for the data import directly from the legacy systems. If so what is the back end of the legacy systems?

20 How are change requests typically handled? This should be addressed by the vendor.
The SOW states NIH requires a FedRAMP‐approved cloud solution, but then in the Q&A ETT.pdf dated July 12 the question of whether any certifications are required was answered “No”.
Can you please clarify?
NIH does not require a FedRAMP‐approved cloud solution. The requirement is for the system to be hosted either on‐premises at
NIH or in the cloud. If the vendor proposes a cloud‐based solution, then the proposed solution must be FedRAMP Authorized.

Page 2 SOW: Provide a mechanism to search archived files in designated locations on the NIH network and/or local computer.
Does NIH have an archiving protocol? If the COTS has it’s own archiving feature, would this suffice?
The files being referenced would not be contained in a formal records archive. They would be files that users have saved on the network and/or local machine at some time in the past. Essentially, this requirement is for the system to perform a search of all files in a location selected by the user so that users do not have to exit the system to locate files that they wish to attach to system records.
Is NIAID is the sole reviewer for this RFP representing the entire
NIH?
