Statement of Work
Project Name: SPILL PREVENTION, CONTROL, AND COUNTERMEASURE PLAN UPDATE Facility Names: Ted Stevens Marine Research Institute and Little Port Walter Marine Station Project Locations: Juneau, Alaska and Baranof Island, Alaska
1.0 INTRODUCTION
National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service, Alaska Fisheries Science Center is responsible for environmental compliance at its research facilities Ted Stevens Marine Research Institute (TSMRI) and Little Port Walter Marine Station (LPW). Due to their locations and aboveground fuel storage capacities, TSMRI and LPW are required to implement and keep current Spill Prevention, Control, and Countermeasure (SPCC) plans that meet applicable Title 40 of the Code of Federal Regulations Part 112 (40 CFR 112) - Oil Pollution Prevention requirements.
TSMRI and LPW Backgrounds
TSMRI, located at 17109 Point Lena Loop Road, Juneau, Alaska, began operations in 2007. In 2008 a SPCC plan was implemented that reflected the facility’s fuel distribution system configuration and operations at that time. The SPCC plan was updated in 2015 and now needs to be renewed. There have been no reportable fuel spills at TSMRI.
LPW, located on the southern tip of Baranof Island, Alaska, began operations in 1934. In 1997 a SPCC plan was implemented and subsequently reviewed by a registered engineer in 1999. An updated plan was created in 2015 and now needs to be renewed. There have been no reportable fuel spills at LPW.
2.0 OBJECTIVES
The objectives of this task order are:
(a) Verify evaluations of the fuel storage and distribution systems at TSMRI and LPW to determine if significant changes in the fuel storage systems have occured.
(b) Based on the observations made and applicable requirements of 40 CFR 112, the contractor shall amend the provided draft SPCC plan and have the plan certified by a professional engineer authorized in the state of Alaska to certify SPCC plans for TSMRI and LPW.
3.0 REFERENCED DOCUMENTS

4.0 SPECIFIC TASKS
Except as specified in Section 6.0 – Government Furnished Equipment, the Contractor shall provide all labor, management, supervision, tools, equipment, materials, transportation, lodging, meals, and administrative supplies necessary to perform the following tasks.
4.1 Provide an Amended SPCC Plan for TSMRI
Utilizing observations and the current draft SPCC plan, the Contractor shall prepare an amended TSMRI SPCC plan as required by 40 CFR 112.5, meeting the requirements of 40 CFR 112.7 and 40 CFR 112.8. The Contractor shall certify the final TSMRI SPCC plan per the requirements of 40 CFR 112.3(d).
4.2 Provide an Amended SPCC Plan for LPW
Utilizing observations and the current draft SPCC plan, the Contractor shall prepare an amended LPW SPCC plan as required by 40 CFR 112.5, meeting the requirements of 40 CFR 112.7 and 40 CFR 112.8.
The Contractor shall certify the final LPW SPCC plan per the requirements of 40 CFR 112.3(d).
5.0 DELIVERABLES
5.1 Work Plan
The Contractor shall prepare a Work Plan for review and approval by the Government that describes how the Contractor will comply with the requirements of this task order. At a minimum, the plan shall identify:
· Project Manager
· Engineering evaluation team members and their credentials/experience
· SPCC certifier and credentials
· Applicable industry and State of Alaska standards to be utilized for evaluations
· Project schedule
5.2 Amended and Professional Engineer-Certified TSMRI SPCC
5.3 Amended and Professional Engineer-Certified LPW SPCC
6.0 GOVERNMENT FURNISHED EQUIPMENT/DOCUMENTATION
6.1 The Government shall provide lodging at no cost for up to four members of the engineering firm during their stay at LPW. Lodging includes use of a shared kitchen facility with cooking utensils and refrigeration. All food provisions are to be supplied by the Contractor. The timing of the mobilization to LPW shall be closely coordinated with the government to ensure availability of the limited lodging at this site.
6.2 The Government shall provide the current TSMRI and LPW SPCC plans as a starting point for this project.
7.0 DELIVERABLE FORMAT AND QUANTITIES
7.1 Deliverables Formats
Documents. Draft plans forwarded as email attachments for review shall be in IBM-format, using Microsoft Word, MS Excel, MS Project, and PDF formatting program readable by Adobe Acrobat as appropriate. Drawings/maps shall be in pdf format. CDs shall be labeled and dated to identify contents.
7.2 Deliverable Quantities
Table 7.2 provides a summary of deliverable copies and media required. Paper copies shall be reproduced by a high quality photocopy machine with all pages clearly legible and without copier ink streaks. Final documents shall be submitted in three-ring binders. The Contractor shall forward deliverables to the Contracting Officer’s Representative (COR).

Note 1 – NOAA will review deliverable drafts and provide comments to the Contractor for incorporation.
8.0 DELIVERABLE SCHEDULE
The Contractor shall keep the COR fully advised at all times concerning delays or difficulties which may prohibit completion of work according to the following schedule:

CD – Calendar Days
9.0 PERIOD OF PERFORMANCE
The period of performance shall not exceed 300 calendar days from the notice to proceed. The extended length of this period of performance is to allow for environmental, societal, and weather conditions precluding a site visit to LPW until spring of 2021.
10.0 GOVERNMENT TEAM AND POINTS OF CONTACT
The following personnel will be NOAA representatives and contact points for the Contractor throughout the project's life.
Contracting Officer (CO): The Government’s procurement agent directly responsible for the general supervision, direction, control and approval of the Government’s contract with the Contractor Team.

Contracting Officer Representative (COR): The Government representative responsible for administering contracts under the immediate direction of the CO. The COR’s duties include interpretation of the contract documents, approval of changed work, approval of all submittals, samples, shop drawings, etc. The COTR may issue change orders to the Contractor only within the limitations set forth in his delegation of authority from the CO.

Facility Manager: The Government representative responsible for facility operations and maintenance, coordinating facility use/occupancy with science field teams, and coordinating project work with the COR. The Facility Manager is not authorized to give any direction to the Contractor Team.
