THIS IS A FIRM FIXED PRICE REQUEST FOR QUOTE – 100% SMALL BUSINESS SET ASIDE

ANY QUESTIONS ARE TO BE SENT DIRECTLY TO MY EMAIL PROVIDED IN THE FBO POSTING

Brand Requirement: “When we first installed our seawater system, the initial pump selection involved a competitive process that considered bids on pumps from several manufacturers. Once that pump was selected, it became critical for continuity of seawater operations as well as most economical to require that all additional pumps match the Goulds model specifications for compatibility with our existing equipment. This allows the government support staff to rapidly swap out a damaged pump or its individual components as need to bring the life support system back on line. Any other pump would not be compatible with our seawater system.”

Statement of Need For

60 HP Stainless Steel Pump

For Manchester Research Station Seawater Pumping System

1) Organization: The Northwest Fisheries Science Center (NWFSC) National Oceanic and Atmospheric Administration (NOAA) of the Department of Commerce (DOC) is a government agency charged with the mission of stewardship for living marine resources.

2) Background: The NWFSC operates two VIT 60 HP stainless steel pumps that work in tandem to deliver 2,400 gpm of processed seawater to the fish and shellfish culture facilities at the Manchester Research Station. Each VIT pump consists of a 60 HP electric motor coupled to a pump (wet end) section. The electric motor powers the pump section that in turn pumps the water. As the pumped seawater provides life support for fish listed as endangered under the United States Endangered Species Act, it is crucial that the station maintain its full pumping capability at all times. In order to ensure this continuous flow, a complete spare VIT pump (60 HP electric motor and wet end) is maintained in the Station’s warehouse that can be used to replace a complete VIT pump or its individual motor or pump section as needed when one of the operational VIT pumps fail. Having this spare on hand is necessary as many pump components are not off the shelf items (bowls, turbines, shafts, etc.) and usually require extensive lead time (several months) for manufacture. As a recent pump failure leaves us without a matched VIT pump assembly in the warehouse, we need to acquire a new VIT pump (electric motor and wet end) to ensure we can rapidly replace the remaining operational units should they fail. Although it is our intention to operate the motor and pump section as a matched set, they should remain fully interchangeable with the existing 60 HP motors and pump sections so they can be swapped as needed to maintain a constant flow of seawater to the Station’s Endangered Species and other research critical stocks.

3) Purpose: The objective of this action is to obtain a fully assembled VIT pump that is identical to the exiting 60 HP motor and pump section. Achieving this objective will enable the VIT pump, its motor or wet end to be readily swapped out with the existing VIT pumps should they fail. In addition, it will provide a full inventory of replacement parts for making repairs to the existing pump if that is the most expedient course of action. Both these approaches require the new requested pump and motor be identical to the existing 60 HP pump and motor. In addition, all components must be manufactured of identical materials used in the existing pump and motor to avoid corrosion issues when parts are interchanged between units.

4) Delivery: Northwest Fishery Science Center’s Manchester Research Station located at 7305 Beach Drive, Port Orchard, Washington 98366.

Delivery no later than July 30, 2017.

5) Tasks: The vendor shall be required to furnish all identical replacement parts/pump and motor for the seawater pump currently used at Manchester Research Station. The pump, motor and parts will be OEM and must meet name plate replacement requirements. The pump section (wet end) will be shipped fully assembled, the motor will be shipped fully assembled, and in separate crates, with all components necessary to connect the new pump section and motor together or with pump sections and motor currently being used. In order to facilitate matching the existing VIT-pump the Goulds Pumps Inc Pick List, VIT-CF W/L Layout, Order Specifications and Requirements, Pump Data Sheet and Motor documentation supplied by Goulds Pumps for the original pump is attached. In addition the Excerpted Build Description, Pump Data Sheet, Dimensional Outline, Hydraulic Analysis, Sectional and Adders supplied by the original pump are attached.
