Synopsis: Notice of Intent to Award a Sole-Source Contract Announcement Number: NFFN7600-19-02543 Project Title: Cooperative Marine Turtle Tagging Program

The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Simplified Acquisition Branch intends to negotiate on a sole source basis with the University of Florida, Archie Carr Center for Sea Turtle Research, using the procedures in FAR Part 13, to support the consolidated database system and network for the return of tags from captured turtles. The Archie Carr Center distributed tags to many collaborators in all areas of the world since 1955, having distributed over 200,000 tags. They have established an internationally known database system and communication network. Individuals of that network communicate throughout the world with local fishermen and other citizens for the return of tags. The statutory authority for other than full and open competition is FAR 13.106-1(b)(1)(i), Only one responsible source.

The North American Industry Classification Code (NAICS) for this acquisition is 541690 with a business size standard of $15M.

This is not a solicitation for competitive quotes, nor will one be posted on FedBizOpps.
