SIMPLIFIED ACQUISITION PROCEDURES (SAP)

FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD

1. Agency and contracting activity. Department of Commerce, NOAA Acquisition and Grants Office (AGO), Northeast Fisheries Science Center, Woods Hole, Massachusetts

2. Description of supplies or services required to meet agency needs (including the estimated value).

Expert passive acoustic analysis and reporting in accordance with statement of work of soniferous fishes (protected and overfished species), from government provided historical recordings; passive acoustic data gathered from gliders and the integration of environmental and fisheries telemetry data with sound (?) in and around Cox’s Ledge. The scientific analysis will assist in various studies and environmental determinations on the potential impacts of wind energy development for these suite of animals, with focus on commercial fish species in the Southern New England area to the effects on spawning dynamics of the Atlantic cod. Period of performance is defined as from date of award through September 1, 2023

4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:

While there are other scientists that conduct fish acoustic analyses, the requirement is for a thorough expert understanding of the subject matter and specific region is essential, along with the ability to identify the fish species of that region. This required skill that is obtained/learned through experience and requires site specific expertise which has been developed over several years. In addition, the UNC team has access to proprietary and unique video and acoustic recordings that will allow for additional fish species to be identified that without these data sets and history, will not be the case. There are no other research teams with this background or species ID capability. Therefore, there is only one source that is capable of carrying out this highly species specific work.

5. Market Research.

A thorough investigation was conducted in order to evaluate the available expertise on acoustically IDed fish and expertise throughout this study region. University of North Carolina was identified to have the required specific expertise, and unique capabilities (proprietary data sets) that the government requires for this research project. and were both researched as part

(Insert PR/RFQ number, as applicable) of the governments’ market research process and neither could fulfill all of the government’s requirements.
