Section B: Description of the Supplies/Services Required

(3) NF23-1 Electric Driven (Explosiong-Proof) Breathing Pump. NSN 4310-01-339-7785

Portable, electric driven, electric driven low pressure oil-less pump which provides ambient air for one - three people wearing NIOSH approved respirators.

Section C: Justification for Soliciting from a Single Source or Brand Name

Technical Order 1.1.3 table 8-2. lists NSN 4310-01-339-7785 in the approved Fuel Systems Support Equipment. Currently Luke AFB has one NF23-1 and is expanding inventory based on an increased confined space workload to meet mission needs and meet safety requirements.

Section D: Efforts to Obtain Competition

Market research indicated multiple small businesses can supply the requested items. The small business requirements will be being met as there is an expectation that 2 or more small businesses will respond to the solicitation.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Future actions will be reviewed to determine if sources for the specific NSN can be source through normal supply channels to meet timelines for increasing mission needs.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
