SECTION 4 - SERVICE CONTRACTING

This is a requirement for supplies and no services are being procured.

SECTION 5 - TECHNICAL APPROVAL

This procurement is not for space flight hardware and/or software, nor for any ground systems or components that are in direct support of space flight operations.

Generally, COTS applications used outside of a NASA system/subsystem are not subject to software engineering requirements. However, COTS applications (e.g., spreadsheet programs, database programs) used within a NASA system/subsystem application, need to be assessed and classified as part of the software subsystem in which they reside.

SECTION 6 - QUALITY ASSURANCE

Software assurance functions defined by NASA-STD-8739.8 and NPR 7150.2.

Contractor support services where such services do not directly affect product configuration.

Acquisition of NASA institutional facilities or for facility maintenance.

Grants and cooperative agreements covered by 31 U.S.C. 6301 et seq. or Space Act agreements covered by 51 USC 20113.

This procurement is for commercial or Commercial Off the-Shelf (COTS) item(s) to be acquired under FAR Part 12 procedures and NPR 8735.2 paragraph 5.1 is applicable.

This acquiring organization requires completion of acceptance testing by the government within days (typically 14 to 30 days) of delivery to the Center to ensure suitability under FAR 52.212-4 or FAR 52.246-2, -3, -4, -5 or -6.

V. LaRC PROCUREMENT TYPE This procurement pertains to either information technology services, acquisition of NASA facilities, facility maintenance or operations, or government contract quality assistance functions for software. (NPR 8735.2 is not applicable- Skip to Section 6, Health and Safety).

This procurement pertains to supplies and services as defined in NPR 8735.2, Management of government quality assurance functions for NASA contracts, including research and development activities. Supplies include Government Furnished Equipment (GFE) (i.e., Government-procured equipment that is furnished to NASA contractors). Services include contractor work that directly supports the establishment or verification of product configuration (e.g., basic and applied research, design, manufacture, nondestructive testing, laboratory testing, fabrication, assembly integration, performance testing, maintenance, refurbishment, repair, calibration) and contractor operation of the delivered acquisition product (e.g., hazardous test facility). The term "services" does not refer to Government contract quality assurance functions assigned to support contractors.

VI. LaRC QUALITY ASSURANCE REQUIREMENTS Work is for a research and development acquisition that requires control of such things as (1) design, work operations, in-process controls, testing and inspection; or (2) attention to such factors as organization, planning, work instructions, documentation control, and advanced metrology (the following applies).

Using the classifications established in Part II, select applicable Quality Management System (QMS) requirements for the supplier or contractor (note, supplier or contractor does not need to be registered but must show compliance if not registered). This procurement is subject to high-level quality requirements as specified in FAR 46.202-4 and NPD 8730.5 NASA Quality Assurance Program Policy, Attachment A.

○ Work shall be performed in accordance with the quality system requirements of AS9100.

○ Contact the Safety and Mission Assurance Office (SMAO) Mission Assurance Branch (C202) to ensure review of applicability of LMS-CP-7122.5 and LF 188 to assist with completion of Part IV.

○ Work shall be performed in accordance with the quality system requirements of AS9100, ISO9001 or SAE AS9003.

○ Contact the SMAO Mission Assurance Branch (C202) to assist with completion of Part IV.

○ Enter QMS Requirement to be included in contract/PR.

VII. LaRC QUALITY ASSURANCE REQUIREMENTS Using the classifications established in Part II, select the Procurement Quality Classification for the procurement (only select one). The listed quality assurance requirements are required for the procurement.

○ Government Mandatory Inspection Points (GMIPs) and Non-conformance reporting per 2.2 of NPR 8735.2 have been considered and included as appropriate in the procurement requirements.

○ Plans for government to validate that outstanding corrective actions, waivers, waiver approvals, all GIMPs, or other contractor-notified surveillance actions have been accomplished are in place per paragraph 2.6.6 of NPR 8735.2 to conduct final government acceptance of the product.

○ For COTS items such as raw materials for fabrication, components like fasteners or fittings, wire or connectors or simple assemblies commercial items described in commercial catalogs, drawings or industrial standards, government drawings and/or specifications that will be used in critical or complex applications, and/or LPR 5300.1 flight hardware development activities; Quality requirements, (e.g., certification, material testing data, inspection, dimensional verification) have been developed by acquiring organization and included in the contact/task.

○ For R & D contracts that meet the definition of "critical item", the procurement has provisions to allow quality system evaluation of the provider in accordance with 2.5.2 and 2.6.3 of NPR 8735.2 post award.

○ For other R & D procurements, the appropriate quality clauses in FAR Part 46 and NFS Part 1846 have been included in the contract.

V. GRC HIGHER LEVEL QUALITY ASSURANCE REQUIREMENTS (CRITICAL AND/OR COMPLEX REQUIREMENTS) This procurement does not include work that is critical* or complex*, nor does it include aeronautics or space-flight hardware manufacturing, development, or testing activities. Therefore, this procurement is not subject to higher-level quality requirements as specified in FAR 46.202-4 and NPD 8730.5, Attachment A. See NPD 8730.5 (Check the description below that applies):

Critical work is work that if done incorrectly could cause serious injury, loss of life, or loss of a payload, mission, or mission resource > $2M. Complex work involves either: a) the design, manufacture, fabrication, assembly, testing, integration, maintenance, or repair of machinery, equipment, subsystems, systems, or platforms; or b) the manufacture/fabrication of parts or assemblies which have quality characteristics not wholly visible in the end item and for which conformance can only be established progressively through precise measurements, tests, and controls applied. See NPD 8730.5.

This procurement is for Commercial-Off-The-Shelf (COTS) items, other commercial items, commercial services, construction services, or contractor support services where such services do not directly affect product configuration (e.g., computer modeling, data analyses/analytical studies. The work shall be performed in accordance with the quality requirements of appropriate FAR/NFS clauses specified in the contract.

This procurement is for items such as raw materials (e.g., metal plate, bar stock) supplies (e.g., fasteners or electrical, electronic, and electromechanical (EEE) parts), and/or fabricated items (e.g., machined brackets, components, simple assemblies) that will not be used in critical* and/or complex* aeronautics or space-flight hardware manufacturing, development, or testing activities. The items shall be procured in accordance with the quality requirements (e.g., certificate of conformance, material testing data, inspection, dimension verification) developed by the requiring organization and included in the contract (*See NPD 8730.5 referenced above for definitions of these items).

This procurement includes work that is critical* and/or complex*, or it includes aeronautics or space-flight hardware manufacturing, development, or testing activities. Therefore, this procurement is subject to high-level quality requirements as specified in FAR 46.202-4 and NPD 8730.5, Attachment A. GRC Safety and Mission Assurance Division (SMAD) Procurement Quality Assurance (PQA) Representative has been contacted regarding this procurement and the program/project/activity for which it is associated. The SMAD PQA Representative has provided input and concurrence for the SMA requirements which shall be included in the specifications or statement of work. GRC SECTION 15 - PHYSICAL SECURITY

A. GENERAL INFORMATION

PurposeNASA Form (NF) 1707, "Special Approvals and Affirmations of Requisitions" is required by the NASA Federal Acquisition Regulation Supplement, section 1804.7301, to document procurement request coordination. The procurement office will not accept a requisition until all required coordinations have been documented.

When and How to Submit the NF 1707The procurement request (PR) is known as a "purchase requisition" (requisition) and is developed in NASA's Integrated Enterprise Management Program/Core Financial Module (CF). For a requisition to be sent forward for action, CF requires that several coordinations be obtained first. However, there are additional required coordinations at the Agency level and sometimes at the Center level. The initiator of the requisition is responsible for obtaining those additional coordinations. This form must be used to document additional coordinations. The completed NF 1707 and any additional special approvals or affirmations required must be electronically attached to the requisition in CF and must include the name of the approver and date approved. The contracting officer must include a hard copy in the contract file, or a link to the electronic copy. The procurement office must not accept a requisition until all required coordinations have been documented. The NF 1707 is not required for within scope actions for which special approvals and affirmations have previously been obtained. In addition, the NF 1707 is not required for grants, cooperative agreements, and space act agreements.

Who Completes the FormThe initiator of the requisition signs the form affirming that the coordinations have been completed.

B. DETAILED INSTRUCTIONS

Section 1 - NASA STRATEGIC SOURCING INITIATIVEThe requestor shall check the appropriate block to indicate that a review of the NASA strategic sourcing contract database available on the Office of Procurement Strategic Sourcing website has been performed. The requestor shall indicate that the requirement IS AVAILABLE through the NASA Strategic Sourcing Initiative and provide the mandatory source contract number. If the review finds that the requirement IS NOT AVAILABLE through the NASA strategic Sourcing Initiative, then supporting documentation e.g., memorandum needs to be attached which indicates why the requirement cannot be met utilizing a mandatory source contract.

Section 2 - INFORMATION SYSTEMS AND ELECTRONIC AND INFORMATION TECHNOLOGY ACCESSIBILITYThere are four subsections. In the first subsection, the requestor shall check the appropriate block to indicate if the procurement is for information systems or services involving information systems. NASA will include all commodity IT (Hardware and Software), ground systems, mission control centers and data centers. Onboard flight avionics and flight software that are a non-severable and an integral part of the flight system are not considered IT for the purpose of OMB IT budget reporting. However, such avionics/software are included within the cyber security portfolio. Defining a device/service as IT does not exclude its’ classification as an R&D or engineering device/services. If it is, the cognizant Center Chief Information Officer (CIO) will determine if the purchase has a System Security Plan (SSP) that includes a FIPS-199 for a moderate- or high-impact information system, as defined by the National Institute of Standard and Technology (NIST). The CIO will check the box recommending the appropriate NFS security clauses based on the level of access the contractor will have to the system and the SSP requirements.

In the second subsection, INTERNET PROTOCOL VERSION SIX (IPv6), the requestor shall check the appropriate block to indicate if the procurement is for information technology (IT) items that can use Internet Protocol to communicate. The requestor shall specify IPv6 requirements, provide them to the vendor and obtain the vendor's Suppliers Declaration of Conformity (SDOC) for the specific item being purchased. The requestor shall compare the IPv6 requirements to the capabilities captured in the SDOC, provide the necessary IPv6 requirements analysis and indicate whether it is prudent to proceed with purchasing this item if any IPv6 deficiencies have been identified in the item. Requestors shall provide the IPv6 Compliance Procurement Waiver (NF 1835) for any items that have no IPv6 capabilities. For purchases under $100K, such waivers shall be signed by the Center CIO. Purchases valued at or above $100K shall require waivers to be signed by the agency CIO. In the third subsection, the requestor must check the appropriate block to indicate if the procurement is for software and/or maintenance acquisition. The requestor must indicate coordination with the Center CIO and the ELMT Program Office on the acquisition and authorization to acquire any software licenses or software maintenance outside of the ELMT program, if applicable.

In the fourth subsection the requestor must check the appropriate block to indicate if the PR is for information and communication technology (ICT) items. If the PR is to acquire ICT, the requestor must check the appropriate boxes to indicate if the item meets accessibility standards. If an accessible item is not available, or if the item is exempt from the standards, additional documentation is required.
