Justification for Other than Full and Open Competition at or Below the Simplified Acquisition Threshold

Project Title: Laboratory Equipment – Cellometer Auto 200

The National Institutes of Health (NIH) operates a biological high containment BSL 4 (Biological Safety Level 4) lab at the Integrated Research Facility (IRF) at Fort Detrick, MD. The laboratory enables researchers to track disease processes and clinical outcomes of select agents and other emerging infectious diseases. Scientists at NIAID-IRF conduct research by using advanced imaging technology. This secure laboratory allows researchers track and image disease progression during healthy cell infection. The images of progression assist in understanding immune responses against pathogens and investigating immune responses. The purpose of this acquisition is to procure new Cellometer to replace existing models the no longer function.

C. Description of the equipment to be purchased This self-contained, compact dual fluorescent cell counter has the capability to count, de-cluster and image samples used in research. In addition, this model fits all of the current high containment requirements for Biosafety level 3 and above.

B. Describe why only the brand of equipment will fulfil the laboratory’s needs:

This self-contained, compact dual fluorescent cell counter has the capability to count and de-cluster all of our current sample types processed in house.

This self-contained, compact dual fluorescent cell counter has the capability to count, de-cluster and image samples used in research. In addition, this model fits all of the current high containment requirements for Biosafety level 3 and above. The Cellometer has the imaging capability to see cell’s size 5 – 300* microns, fluorescent imaging and a pattern-recognition software to quickly and accurately de-cluster cells, identify and count individual cells. For example, whole body magnetic resonance imaging, 3D and Single Photon Emission Computed (SPECT) scans, PET/CT and other imaging technologies allow visualization of diseases processed in large animals under high-containment conditions.

The requested brand of equipment is required tol replace the outmoded automated cell counters used by Core Services and Immunology. Keeping the same brand will ensure consistency in image files for viewing previous analysis. There are two units in the BSL4 to be replaced (2B136 and 2B132), as well as one at BSL2.
