SINGLE SOURCE DETERMINATION USING

SIMPLIFIED ACQUISITION PROCEDURES (SAP)

FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD

(AUTHORITY: FAR 13.106-1(b)(1))

(Requisition No: NEEB5000-19-00905)

1. Agency and contracting activity. Department of Commerce, NOAA Acquisition and Grants

Office, Satellite Information Acquisition Division, and NESDIS, International and Interagency Affairs.

2. Description of supplies or services required to meet agency needs (including the estimated value). In 2019 NOAA has a unique opportunity to convene the 2019 NOAA Satellite Conference (NSC) jointly with the American Meteorological Society’s (AMS) 23rd Conference on Satellite Meteorology, Oceanography and Climatology (SatMOC) and the 2019 European Organization for the Exploitation of Meteorological Satellites’ (EUMETSAT) Meteorological Satellite Conference (MSC). The combined three conferences is tentatively called the 2019 Joint Satellite Conference (JSC). NOAA holds its NSC every two years. The AMS SatMOC convenes every 18 months and the EUMETSAT MSC yearly.

However, every 6 years AMS and EUMETSAT do a joint conference that is held in Europe. In 2020, AMS will be celebrating its 100th anniversary. In recognition of this anniversary, AMS and EUMETSAT agreed to do their combined 2019 satellite conference in Boston rather than at a location in Europe. NOAA, which had begun planning its 2019 NSC, was approached by AMS and EUMETSAT to see if NOAA would want to join with them to create the larger 2019 Joint Satellite Conference.

The estimated value for NOAA/NESDIS participation is $110,000.00

3. Identification of the single source or the brand name to be solicited. The American Meteorological Society (AMS)

4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:

X Other - Only one source is capable – The AMS was already serving in this role for the joint AMS EUMETSAT conference. If NOAA were not to sign a Sole Source Contract with AMS for the JSC, NOAA would not have access to these already existing contracts and necessary conference infrastructure. An outside event-planning contractor would not be able to access the already existing venue contracts making it highly unlikely that NOAA could participate in the JSC.

5. Market Research.

No additional market research was done, AMS will be using the same venue for their January 2020 AMS Annual Meeting for both the 2019 JSC and the 2020 AMS General meeting. AMS has the necessary conference facilitation expertise and needed infrastructure to facilitate the
